55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to establishing a grant program for the preservation and
88 restoration of, and education regarding, certain landmarks and
99 buildings important to African American history in this state.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter A, Chapter 442, Government Code, is
1212 amended by adding Section 442.034 to read as follows:
1313 Sec. 442.034. GRANT PROGRAM FOR HISTORICAL LANDMARKS
1414 IMPORTANT TO AFRICAN AMERICAN HISTORY. (a) The commission shall
1515 establish a grant program to preserve, renovate, and restore
1616 buildings and landmarks that highlight the history, struggles, and
1717 triumphs of the African American community in this state.
1818 (b) The commission may award grants for the purposes
1919 described by Subsection (a) to owners of or to individuals or
2020 nonprofits responsible for the care of a historical landmark or
2121 building important to the history of the African American community
2222 in this state. The commission shall establish procedures to
2323 administer the grant program, including eligibility standards and
2424 procedures for applying for a grant under this section.
2525 (c) A grant recipient may use a grant awarded under this
2626 section to:
2727 (1) preserve, maintain, and restore a historical
2828 landmark or building important to the history of the African
2929 American community in this state; and
3030 (2) develop educational programs relevant to those
3131 landmarks and buildings to be used on the site.
3232 (d) The commission may solicit gifts, grants, and donations
3333 from any private or public source for the purposes of this section.
3434 SECTION 2. As soon as practicable after the effective date
3535 of this Act, the Texas Historical Commission shall adopt rules to
3636 implement Section 442.034, Government Code, as added by this Act.
3737 SECTION 3. This Act takes effect September 1, 2023.
