77 AN ACT
88 relating to the model training curriculum for school district peace
99 officers and school resource officers.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 1701.262(c), Occupations Code, is
1212 amended to read as follows:
1313 (c) The curriculum developed under this section must
1414 incorporate learning objectives regarding:
1515 (1) child and adolescent development and psychology;
1616 (2) positive behavioral interventions and supports,
1717 conflict resolution techniques, and restorative justice
1818 techniques;
1919 (3) de-escalation techniques and techniques for
2020 limiting the use of force, including the use of physical,
2121 mechanical, and chemical restraints;
2222 (4) the mental and behavioral health needs of children
2323 with disabilities or special needs; [and]
2424 (5) mental health crisis intervention; and
2525 (6) the effects of mental health conditions, including
2626 grief and trauma, on student behavior and the ways in which using
2727 evidence-based, grief-informed, and trauma-informed strategies
2828 support a safe school environment and protect the mental health of
2929 students affected by grief and trauma.
3030 SECTION 2. As soon as practicable after the effective date
3131 of this Act, the Texas Commission on Law Enforcement shall amend the
3232 model training curriculum as necessary to implement Section
3333 1701.262(c), Occupations Code, as amended by this Act.
3434 SECTION 3. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2023.
