                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             April 14, 2023       TO: Honorable Abel Herrero, Chair, House Committee on Corrections     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4921 by Murr (Relating to the establishment of an adult education pilot program by the Windham School District.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would require the Windham School District (WSD) to establish a pilot program with a nonprofit entity to provide adult education opportunities to eligible inmates. The bill stipulates that this program be available at at least three schools operated by WSD. This analysis assumes funding would flow to these nonprofit entities through the Foundation School Program at the Texas Education Agency (TEA). Based on estimates provided by the Texas Deparment of  Criminal Justice and TEA, it is assumed any costs associated with the bill could be absorbed using existing resources.
