| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. In this Act, "district" means the Hidalgo County |

| 10 | 10 | | Drainage District Number 1. |
|---|
| 11 | 11 | | SECTION 2. Notwithstanding any other law and in addition to |
|---|
| 12 | 12 | | other powers of the district, the district may control, supervise, |
|---|
| 13 | 13 | | finance, purchase, construct, acquire, own, operate, maintain, |
|---|
| 14 | 14 | | repair, improve, or extend inside and outside its boundaries any |
|---|
| 15 | 15 | | works, improvements, facilities, plants, equipment, and appliances |
|---|
| 16 | 16 | | necessary to accomplish the creation and operation of a stormwater |
|---|
| 17 | 17 | | reclamation system. |

| 18 | 18 | | SECTION 3. Notwithstanding any other law and in addition to |
|---|
| 19 | 19 | | other powers of the district, the district has the right and power |
|---|
| 20 | 20 | | to issue bonds related to the reclamation of stormwater and related |
|---|
| 21 | 21 | | projects. |
|---|
| 22 | 22 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 23 | 23 | | a vote of two-thirds of all members elected to each house, as |
|---|
| 24 | 24 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 25 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 26 | | Act takes effect September 1, 2023. |
