| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 51.9319 to read as follows: |
|---|
| 13 | 13 | | Sec. 51.9319. DIVERSITY TRAINING AS CONDITION OF ENROLLMENT |
|---|
| 14 | 14 | | OR REGISTRATION PROHIBITED. (a) In this section, "institution of |
|---|
| 15 | 15 | | higher education" has the meaning assigned by Section 61.003. |
|---|
| 16 | 16 | | (b) An institution of higher education may not require a |
|---|
| 17 | 17 | | student to complete diversity training as a condition of: |
|---|
| 18 | 18 | | (1) enrolling at the institution; or |
|---|
| 19 | 19 | | (2) registering for any course or academic program |
|---|
| 20 | 20 | | offered by the institution. |
|---|
| 21 | 21 | | SECTION 2. This Act applies beginning with the 2023-2024 |
|---|
| 22 | 22 | | academic year. |
|---|
| 23 | 23 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect September 1, 2023. |
