| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 21, Education Code, is |

| 11 | 11 | | amended by adding Section 21.0462 to read as follows: |

| 12 | 12 | | Sec. 21.0462. QUALIFICATIONS FOR CERTIFICATION AS SCHOOL |
|---|
| 13 | 13 | | COUNSELOR. The qualifications for certification as a school |
|---|
| 14 | 14 | | counselor may not include a requirement that a candidate for |
|---|
| 15 | 15 | | certification have experience as a classroom teacher. |
|---|
| 16 | 16 | | SECTION 2. As soon as possible after the effective date of |
|---|
| 17 | 17 | | this Act but not later than January 1, 2024, the State Board for |
|---|
| 18 | 18 | | Educator Certification shall propose any rules necessary to |
|---|
| 19 | 19 | | implement Section 21.0462, Education Code, as added by this Act. |
|---|
| 20 | 20 | | SECTION 3. This Act takes effect September 1, 2023. |
