55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the use of surplus government property to
88 provide housing to veterans and low-income families.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITIONS. In this Act:
1111 (1) "Department" means the Texas Department of Housing
1212 and Community Affairs.
1313 (2) "Surplus government property" means unused or
1414 underused federal, state, or local property, including real
1515 property, historic buildings, residential buildings, and
1616 commercial buildings.
1717 SECTION 2. STUDY. (a) The department shall conduct a study
1818 on the feasibility of using surplus government property to provide
1919 housing to veterans and low-income families.
2020 (b) In conducting the study under this section, the
2121 department:
2222 (1) shall:
2323 (A) evaluate the availability of surplus
2424 government property in this state and the feasibility of developing
2525 housing units on that property to provide housing to veterans and
2626 low-income families; and
2727 (B) identify potential funding sources to
2828 develop housing units on surplus government property, including:
2929 (i) federal historic tax credits;
3030 (ii) federal housing tax credits;
3131 (iii) corporate and private donations;
3232 (iv) other existing state and federal
3333 funding sources; and
3434 (v) proposed tenant rent payments; and
3535 (2) may consult with:
3636 (A) local housing authorities;
3737 (B) affordable housing developers; and
3838 (C) organizations and persons with appropriate
3939 and relevant expertise on the housing needs of veterans or
4040 low-income families.
4141 SECTION 3. REPORT. Not later than November 1, 2024, the
4242 department shall prepare and submit to the legislature a written
4343 report summarizing the results of the study conducted under this
4444 Act.
4545 SECTION 4. EXPIRATION. This Act expires September 1, 2025.
4646 SECTION 5. EFFECTIVE DATE. This Act takes effect September
4747 1, 2023.
