| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 28.002, Education Code, is amended by |
|---|
| 10 | 10 | | amending Subsection (c-3) and adding Subsection (c-4 to read as |
|---|
| 11 | 11 | | follows: |
|---|
| 12 | 12 | | (c-3) In adopting the essential knowledge and skills for the |
|---|
| 13 | 13 | | technology applications curriculum for grade seven [kindergarten] |
|---|
| 14 | 14 | | through grade eight, the State Board of Education shall adopt |
|---|
| 15 | 15 | | essential knowledge and skills that include Internet safety, |
|---|
| 16 | 16 | | keyboard use, coding, computer programming, computational |
|---|
| 17 | 17 | | thinking, and cybersecurity, or that would require the use of |
|---|
| 18 | 18 | | electronic devices, digital instruction. The State Board of |
|---|
| 19 | 19 | | Education shall review and revise, as needed, the essential |
|---|
| 20 | 20 | | knowledge and skills of the technology applications curriculum |
|---|
| 21 | 21 | | every five years to ensure the curriculum: |
|---|
| 22 | 22 | | (1) is relevant to student education; and |
|---|
| 23 | 23 | | (2) aligns with current or emerging professions. |
|---|
| 24 | 24 | | (c-4) The board may not adopt essential knowledge and skills |
|---|
| 25 | 25 | | that require the use of electronic devices or digital instruction |
|---|
| 26 | 26 | | for kindergarten through grade eight for any purpose not required |
|---|
| 27 | 27 | | by Subsection (c-3). |
|---|
| 28 | 28 | | SECTION 2. Not later than December 31, 2024, the State Board |
|---|
| 29 | 29 | | of Education shall review and revise, as needed, the essential |
|---|
| 30 | 30 | | knowledge and skills of the technology applications curriculum as |
|---|
| 31 | 31 | | required by Section 28.002(c-3), Education Code, as amended by this |
|---|
| 32 | 32 | | Act. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2023. |
