66 AN ACT
77 relating to a study and report by the Texas Higher Education
88 Coordinating Board regarding a teacher apprenticeship program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1111 amended by adding Section 61.06692 to read as follows:
1212 Sec. 61.06692. STUDY AND REPORT ON TEACHER APPRENTICESHIP
1313 PROGRAM. (a) The board, with the assistance of the Texas Education
1414 Agency and the State Board for Educator Certification, shall
1515 conduct a study to determine the feasibility of and best practices
1616 for allowing students to obtain certification as a classroom
1717 teacher under an apprenticeship program.
1818 (b) The study must provide for an alternate pathway for
1919 teacher certification that takes less time to complete, is more
2020 affordable, and involves more direct experience than the standard
2121 pathway for teacher certification.
2222 (c) In conducting the study, the board shall collaborate
2323 with the Texas Education Agency and the State Board for Educator
2424 Certification.
2525 (d) Not later than December 1, 2025, the board shall submit
2626 to the governor, the lieutenant governor, the speaker of the house
2727 of representatives, the commissioner of education, and the State
2828 Board for Educator Certification a written report that includes the
2929 study's findings and any recommendations for legislative or other
3030 action.
3131 (e) This section expires January 1, 2026.
3232 SECTION 2. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2023.
