| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. The heading to Section 21.052, Education Code, |
|---|
| 12 | 12 | | is amended to read as follows: |
|---|
| 13 | 13 | | Sec. 21.052. CERTIFICATION OF EDUCATORS WITH CREDENTIALS |
|---|
| 14 | 14 | | FROM ANOTHER ENTITY [OUTSIDE THE STATE]. |
|---|
| 15 | 15 | | SECTION 2. Section 21.052, Education Code, is amended by |
|---|
| 16 | 16 | | amending Subsection (a) and adding Subsections (a-2) and (a-3) to |
|---|
| 17 | 17 | | read as follows: |
|---|
| 18 | 18 | | (a) The board may issue a certificate to an educator who |
|---|
| 19 | 19 | | applies for a certificate and: |
|---|
| 20 | 20 | | (1) holds: |
|---|
| 21 | 21 | | (A) a degree issued by an institution accredited |
|---|
| 22 | 22 | | by a regional accrediting agency or group that is recognized by a |
|---|
| 23 | 23 | | nationally recognized accreditation board; or |
|---|
| 24 | 24 | | (B) a degree issued by an institution located in |
|---|
| 25 | 25 | | a foreign country, if the degree is equivalent to a degree described |
|---|
| 26 | 26 | | by Paragraph (A); |
|---|
| 27 | 27 | | (2) either: |
|---|
| 28 | 28 | | (A) holds an appropriate certificate or other |
|---|
| 29 | 29 | | credential issued by another state or country; or |
|---|
| 30 | 30 | | (B) has at least two semesters' experience as a |
|---|
| 31 | 31 | | full-time instructor for the Community College of the Air Force; |
|---|
| 32 | 32 | | and |
|---|
| 33 | 33 | | (3) performs satisfactorily on: |
|---|
| 34 | 34 | | (A) the examination prescribed under Section |
|---|
| 35 | 35 | | 21.048; or |
|---|
| 36 | 36 | | (B) if the educator holds a certificate or other |
|---|
| 37 | 37 | | credential issued by another state or country, an examination |
|---|
| 38 | 38 | | similar to and at least as rigorous as that described by Paragraph |
|---|
| 39 | 39 | | (A) administered to the educator under the authority of that state. |
|---|
| 40 | 40 | | (a-2) An applicant described by Subsection (a)(2)(B) may |
|---|
| 41 | 41 | | fulfill the examination requirements under Subsection (a)(3) by |
|---|
| 42 | 42 | | performing satisfactorily on one examination prescribed under |
|---|
| 43 | 43 | | Section 21.048 in the subject area in which the applicant intends to |
|---|
| 44 | 44 | | teach. |
|---|
| 45 | 45 | | (a-3) An applicant is not eligible for certification as a |
|---|
| 46 | 46 | | superintendent or principal under this section based on the |
|---|
| 47 | 47 | | credentials described under Subsection (a)(2)(B). |
|---|
| 48 | 48 | | SECTION 3. This Act takes effect September 1, 2023. |
