55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the issuance of a teaching certificate to certain
88 applicants with experience as instructors for the Community College
99 of the Air Force.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. The heading to Section 21.052, Education Code,
1212 is amended to read as follows:
1313 Sec. 21.052. CERTIFICATION OF EDUCATORS WITH CREDENTIALS
1414 FROM ANOTHER ENTITY [OUTSIDE THE STATE].
1515 SECTION 2. Section 21.052, Education Code, is amended by
1616 amending Subsection (a) and adding Subsections (a-2) and (a-3) to
1717 read as follows:
1818 (a) The board may issue a certificate to an educator who
1919 applies for a certificate and:
2020 (1) holds:
2121 (A) a degree issued by an institution accredited
2222 by a regional accrediting agency or group that is recognized by a
2323 nationally recognized accreditation board; or
2424 (B) a degree issued by an institution located in
2525 a foreign country, if the degree is equivalent to a degree described
2626 by Paragraph (A);
2727 (2) either:
2828 (A) holds an appropriate certificate or other
2929 credential issued by another state or country; or
3030 (B) has at least two semesters' experience as a
3131 full-time instructor for the Community College of the Air Force;
3232 and
3333 (3) performs satisfactorily on:
3434 (A) the examination prescribed under Section
3535 21.048; or
3636 (B) if the educator holds a certificate or other
3737 credential issued by another state or country, an examination
3838 similar to and at least as rigorous as that described by Paragraph
3939 (A) administered to the educator under the authority of that state.
4040 (a-2) An applicant described by Subsection (a)(2)(B) may
4141 fulfill the examination requirements under Subsection (a)(3) by
4242 performing satisfactorily on one examination prescribed under
4343 Section 21.048 in the subject area in which the applicant intends to
4444 teach.
4545 (a-3) An applicant is not eligible for certification as a
4646 superintendent or principal under this section based on the
4747 credentials described under Subsection (a)(2)(B).
4848 SECTION 3. This Act takes effect September 1, 2023.
