                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             May 22, 2023       TO: Honorable Brian Birdwell, Chair, Senate Committee on Natural Resources & Economic Development     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB5264 by Bowers (relating to the adoption and use of certain performance indicators to measure and evaluate career school or college programs.), Committee Report 2nd House, Substituted     No significant fiscal implication to the State is anticipated. This bill would require the use of certain performance indicators to measure and evaluate career school or college programs. The Texas Workforce Commission (TWC) would be required to assess the overall value of approved programs and the impact of career schools' and colleges' nursing programs on the number of clinical positions available within the local workforce development regions. The Board of Nursing would be required to coordinate with TWC to evaluate career schools' and colleges' nursing programs by sharing information and data collected on career schools' and colleges' nursing programs. This bill would be effective September 1, 2023.This analysis of the Texas Workforce Commission and the Board of Nursing assumes any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing agency resources.
