55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a one-time cash payment to certain residents of this
88 state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The comptroller shall make a one-time
1111 payment of $500 to each eligible resident of this state, as provided
1212 by this section.
1313 (b) For purposes of this section, an individual is eligible
1414 to receive a payment under this section only if the individual:
1515 (1) is 18 years of age or older;
1616 (2) resides in and is lawfully present in the state;
1717 and
1818 (3) is not incarcerated at the time of applying.
1919 (c) An individual must apply to the comptroller to receive a
2020 payment under this section. The comptroller by rule shall adopt an
2121 application form and a process to verify information:
2222 (1) attesting an applicant's eligibility for the
2323 payment; and
2424 (2) necessary for the applicant to receive the
2525 payment.
2626 (d) An amount, estimated not to exceed $15 billion, is
2727 appropriated from the economic stabilization fund to the
2828 comptroller for the state fiscal biennium beginning September 1,
2929 2023, to provide a payment under this section to each eligible
3030 resident of this state and to pay costs incurred in facilitating the
3131 payments.
3232 SECTION 2. This Act takes effect September 1, 2023.
