| 6 | 6 | | relating to the authority of a political subdivision to provide a |

| 7 | 7 | | universal basic income. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 140, Local Government Code, is amended |
|---|
| 10 | 10 | | by adding Section 140.014 to read as follows: |
|---|
| 11 | 11 | | Sec. 140.014. PROHIBITION ON PROVIDING UNIVERSAL BASIC |
|---|
| 12 | 12 | | INCOME. (a) In this section, "universal basic income" means |
|---|
| 13 | 13 | | unconditional cash grants of equal amounts issued on a regular |
|---|
| 14 | 14 | | basis to individual residents of a political subdivision. The term |
|---|
| 15 | 15 | | includes a basic income, monthly income, or minimum income paid to |
|---|
| 16 | 16 | | each individual resident of the political subdivision without |
|---|
| 17 | 17 | | regard to the individual's circumstances. |
|---|
| 18 | 18 | | (b) Notwithstanding any other law, a political subdivision |
|---|
| 19 | 19 | | may not adopt or enforce an ordinance, order, or other measure |
|---|
| 20 | 20 | | providing for a universal basic income. |
|---|
| 21 | 21 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 22 | 22 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 23 | 23 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 24 | 24 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 25 | 25 | | Act takes effect September 1, 2023. |
