66 relating to the authority of a political subdivision to provide a

88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 140, Local Government Code, is amended
1010 by adding Section 140.014 to read as follows:
1111 Sec. 140.014. PROHIBITION ON PROVIDING UNIVERSAL BASIC
1212 INCOME. (a) In this section, "universal basic income" means
1313 unconditional cash grants of equal amounts issued on a regular
1414 basis to individual residents of a political subdivision. The term
1515 includes a basic income, monthly income, or minimum income paid to
1616 each individual resident of the political subdivision without
1717 regard to the individual's circumstances.
1818 (b) Notwithstanding any other law, a political subdivision
1919 may not adopt or enforce an ordinance, order, or other measure
2020 providing for a universal basic income.
2121 SECTION 2. This Act takes effect immediately if it receives
2222 a vote of two-thirds of all the members elected to each house, as
2323 provided by Section 39, Article III, Texas Constitution. If this
2424 Act does not receive the vote necessary for immediate effect, this
2525 Act takes effect September 1, 2023.
