44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the inclusion of instruction regarding the beginning of
77 human life in the health curriculum for public school students.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 28.002(a), Education Code, is amended to
1010 read as follows:
1111 (a) Each school district that offers kindergarten through
1212 grade 12 shall offer, as a required curriculum:
1313 (1) a foundation curriculum that includes:
1414 (A) English language arts;
1515 (B) mathematics;
1616 (C) science; and
1717 (D) social studies, consisting of Texas, United
1818 States, and world history, government, economics, with emphasis on
1919 the free enterprise system and its benefits, and geography; and
2020 (2) an enrichment curriculum that includes:
2121 (A) to the extent possible, languages other than
2222 English;
2323 (B) health, with emphasis on:
2424 (i) physical health, including the
2525 importance of proper nutrition and exercise;
2626 (ii) mental health, including instruction
2727 about mental health conditions, substance abuse, skills to manage
2828 emotions, establishing and maintaining positive relationships, and
2929 responsible decision-making; [and]
3030 (iii) suicide prevention, including
3131 recognizing suicide-related risk factors and warning signs; and
3232 (iv) instruction that human life begins at
3333 conception and has inherent dignity and immeasurable worth from the
3434 moment of conception;
3535 (C) physical education;
3636 (D) fine arts;
3737 (E) career and technology education;
3838 (F) technology applications;
3939 (G) religious literature, including the Hebrew
4040 Scriptures (Old Testament) and New Testament, and its impact on
4141 history and literature; and
4242 (H) personal financial literacy.
4343 SECTION 2. This Act applies beginning with the 2023-2024
4444 school year.
4545 SECTION 3. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2023.
