77 relating to the adoption of a comprehensive plan to protect oil and
88 gas infrastructure in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 81, Natural Resources
1111 Code, is amended by adding Section 81.0661 to read as follows:
1212 Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN.
1313 (a) The commission shall develop and adopt a comprehensive plan to
1414 protect this state's oil and gas infrastructure, including
1515 wellheads and pipelines, from:
1616 (1) natural disasters;
1717 (2) severe weather events;
1818 (3) cybersecurity threats;
1919 (4) acts of terrorism;
2020 (5) widespread power outages; and
2121 (6) other potential threats to this state's oil and gas
2222 infrastructure.
2323 (b) The commission may seek input from stakeholders when
2424 developing the plan.
2525 (c) The commission shall periodically update the plan
2626 developed under this section.
2727 SECTION 2. Not later than September 1, 2024, the Railroad
2828 Commission of Texas shall adopt the initial oil and gas
2929 infrastructure protection plan required under Section 81.0661,
3030 Natural Resources Code, as added by this Act.
3131 SECTION 3. This Act takes effect September 1, 2023.
