55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of instruction regarding the beginning of
88 human life in the health curriculum for public school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.002(a), Education Code, is amended to
1111 read as follows:
1212 (a) Each school district that offers kindergarten through
1313 grade 12 shall offer, as a required curriculum:
1414 (1) a foundation curriculum that includes:
1515 (A) English language arts;
1616 (B) mathematics;
1717 (C) science; and
1818 (D) social studies, consisting of Texas, United
1919 States, and world history, government, economics, with emphasis on
2020 the free enterprise system and its benefits, and geography; and
2121 (2) an enrichment curriculum that includes:
2222 (A) to the extent possible, languages other than
2323 English;
2424 (B) health, with emphasis on:
2525 (i) physical health, including the
2626 importance of proper nutrition and exercise;
2727 (ii) mental health, including instruction
2828 about mental health conditions, substance abuse, skills to manage
2929 emotions, establishing and maintaining positive relationships, and
3030 responsible decision-making; [and]
3131 (iii) suicide prevention, including
3232 recognizing suicide-related risk factors and warning signs; and
3333 (iv) instruction that human life begins at
3434 conception and has inherent dignity and immeasurable worth from the
3535 moment of conception;
3636 (C) physical education;
3737 (D) fine arts;
3838 (E) career and technology education;
3939 (F) technology applications;
4040 (G) religious literature, including the Hebrew
4141 Scriptures (Old Testament) and New Testament, and its impact on
4242 history and literature; and
4343 (H) personal financial literacy.
4444 SECTION 2. This Act applies beginning with the 2023-2024
4545 school year.
4646 SECTION 3. This Act takes effect immediately if it receives
4747 a vote of two-thirds of all the members elected to each house, as
4848 provided by Section 39, Article III, Texas Constitution. If this
4949 Act does not receive the vote necessary for immediate effect, this
5050 Act takes effect September 1, 2023.
