| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Title 6, Civil Practice and Remedies Code, is |

| 11 | 11 | | amended by adding Chapter 128A to read as follows: |

| 12 | 12 | | CHAPTER 128A. LIMITATION ON SUITS AGAINST CERTAIN PERSONS |

| 13 | 13 | | REPORTING SUSPICIOUS ACTIVITY |

| 14 | 14 | | Sec. 128A.001. LIMITATION ON CIVIL ACTION. A civil action |

| 15 | 15 | | related to a report of suspicious activity of another person to an |
|---|
| 16 | 16 | | appropriate law enforcement authority may not be brought against |
|---|
| 17 | 17 | | the person who made the report if the person acted: |
|---|
| 18 | 18 | | (1) as a reasonable person would in the same or similar |
|---|
| 19 | 19 | | circumstances; and |
|---|
| 20 | 20 | | (2) with a reasonable belief that the suspicious |
|---|
| 21 | 21 | | activity constituted or was in furtherance of a crime, including an |
|---|
| 22 | 22 | | act of terrorism. |

| 23 | 23 | | SECTION 2. Section 128A.001, Civil Practice and Remedies |
|---|
| 24 | 24 | | Code, as added by this Act, applies only to a cause of action that |
|---|
| 25 | 25 | | accrues on or after the effective date of this Act. |
|---|
| 26 | 26 | | SECTION 3. This Act takes effect September 1, 2023. |
