| 7 | 7 | | relating to the regulation of licensed dog and cat breeders. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter D, Chapter 802, Occupations Code, is |
|---|
| 10 | 10 | | amended by adding Section 802.155 to read as follows: |
|---|
| 11 | 11 | | Sec. 802.155. BILL OF SALE. (a) A licensed breeder shall |
|---|
| 12 | 12 | | provide to a purchaser a bill of sale for each animal sold or |
|---|
| 13 | 13 | | exchanged in return for consideration. The bill of sale must |
|---|
| 14 | 14 | | include: |
|---|
| 15 | 15 | | (1) the name and license number of the licensed |
|---|
| 16 | 16 | | breeder; |
|---|
| 17 | 17 | | (2) the name of the purchaser; |
|---|
| 18 | 18 | | (3) a description of the animal sold or exchanged; |
|---|
| 19 | 19 | | (4) the date of the sale or exchange; |
|---|
| 20 | 20 | | (5) the amount paid to the licensed breeder; and |
|---|
| 21 | 21 | | (6) a statement adopted by commission rule advising |
|---|
| 22 | 22 | | that dog and cat breeders are regulated by the department and |
|---|
| 23 | 23 | | including the department's name, mailing address, telephone |
|---|
| 24 | 24 | | number, and Internet website address. |
|---|
| 25 | 25 | | (b) A licensed breeder shall maintain a copy of each bill of |
|---|
| 26 | 26 | | sale. |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect September 1, 2023. |
