44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to free tuition for youth in foster care.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Sec. 54.366, Education Code, is amended by
99 adding (d) and (e) to read as follows:
1010 (d) The Texas Education Agency and the Texas Higher
1111 Education Coordinating Board shall notify students in the
1212 conservatorship of the Department of Family and Protective Services
1313 and in grades 9-12 of the availability of an exemption from the
1414 payment of tuition and fees as provided by this section.
1515 (e) The Texas Education Agency and the Texas Higher
1616 Education Coordinating Board shall develop a digital system that
1717 automatically enrolls eligible students in the state college
1818 tuition waiver program.
1919 SECTION 2. This Act takes effect immediately if it receives
2020 a vote of two-thirds of all the members elected to each house, as
2121 provided by Section 39, Article III, Texas Constitution. If this
2222 Act does not receive the vote necessary for immediate effect, this
2323 Act takes effect September 1, 2023.
