| 6 | 6 | | relating to free tuition for youth in foster care. |

| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Sec. 54.366, Education Code, is amended by |
|---|
| 9 | 9 | | adding (d) and (e) to read as follows: |
|---|
| 10 | 10 | | (d) The Texas Education Agency and the Texas Higher |
|---|
| 11 | 11 | | Education Coordinating Board shall notify students in the |
|---|
| 12 | 12 | | conservatorship of the Department of Family and Protective Services |
|---|
| 13 | 13 | | and in grades 9-12 of the availability of an exemption from the |
|---|
| 14 | 14 | | payment of tuition and fees as provided by this section. |
|---|
| 15 | 15 | | (e) The Texas Education Agency and the Texas Higher |
|---|
| 16 | 16 | | Education Coordinating Board shall develop a digital system that |
|---|
| 17 | 17 | | automatically enrolls eligible students in the state college |
|---|
| 18 | 18 | | tuition waiver program. |
|---|
| 19 | 19 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 20 | 20 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 21 | 21 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 22 | 22 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 23 | 23 | | Act takes effect September 1, 2023. |
