| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sections 2155.067(b) and (f), Government Code, |
|---|
| 10 | 10 | | are amended to read as follows: |

| 11 | 11 | | (b) The agency head or the presiding officer of the agency's |
|---|
| 12 | 12 | | governing body must sign the written justification for the |
|---|
| 13 | 13 | | requesting state agency or designate another person to sign the |
|---|
| 14 | 14 | | written justification for the agency. |

| 15 | 15 | | (f) On receipt of the written justification and any other |
|---|
| 16 | 16 | | documentation required by the comptroller and on approval of the |
|---|
| 17 | 17 | | purchase request, the [The] comptroller shall proceed with the |

| 18 | 18 | | purchase for the requesting state agency or delegate to the agency |
