| 7 | 7 | | relating to the administration of the homeless housing and services |

| 8 | 8 | | program by the Texas Department of Housing and Community Affairs. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Sections 2306.2585(a) and (b), Government Code, |
|---|
| 11 | 11 | | are amended to read as follows: |
|---|
| 12 | 12 | | (a) The department may administer a homeless housing and |
|---|
| 13 | 13 | | services program in each municipality in this state with a |
|---|
| 14 | 14 | | population of 285,500 or more to: |
|---|
| 15 | 15 | | (1) provide for the construction, development, or |
|---|
| 16 | 16 | | procurement of housing for homeless persons; and |
|---|
| 17 | 17 | | (2) provide local programs to prevent and eliminate |
|---|
| 18 | 18 | | homelessness, including programs to prevent homelessness resulting |
|---|
| 19 | 19 | | from displacement due to economic development activities. |
|---|
| 20 | 20 | | (b) The department may adopt rules to govern the |
|---|
| 21 | 21 | | administration of the program, including rules that: |
|---|
| 22 | 22 | | (1) provide that each municipality described by |
|---|
| 23 | 23 | | Subsection (a) receives an [for the] allocation of any available |
|---|
| 24 | 24 | | funding; and |
|---|
| 25 | 25 | | (2) provide detailed guidelines as to the scope of the |
|---|
| 26 | 26 | | local programs in the municipalities described by Subsection (a). |

| 27 | 27 | | SECTION 2. This Act takes effect September 1, 2023. |
