| 7 | 7 | | relating to the creation of the Climate Change Impact Assessment |
|---|
| 8 | 8 | | Council. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. (a) In this section, "council" means the Climate |
|---|
| 11 | 11 | | Change Impact Assessment Council established by this Act. |
|---|
| 12 | 12 | | (b) The council is established to study the impact of |
|---|
| 13 | 13 | | climate change on the health, safety, and welfare of the residents |
|---|
| 14 | 14 | | of this state. |
|---|
| 15 | 15 | | (c) The council is composed of the following members: |
|---|
| 16 | 16 | | (1) two members of the senate appointed by the |
|---|
| 17 | 17 | | lieutenant governor; |
|---|
| 18 | 18 | | (2) two members of the house of representatives |
|---|
| 19 | 19 | | appointed by the speaker of the house of representatives; and |
|---|
| 20 | 20 | | (3) seven members of the public appointed jointly by |
|---|
| 21 | 21 | | the lieutenant governor and the speaker of the house of |
|---|
| 22 | 22 | | representatives, including: |
|---|
| 23 | 23 | | (A) one member with expertise in climatology; |
|---|
| 24 | 24 | | (B) one member with expertise in this state's |
|---|
| 25 | 25 | | economy; |
|---|
| 26 | 26 | | (C) one member with expertise in land management |
|---|
| 27 | 27 | | and natural resource maintenance; and |
|---|
| 28 | 28 | | (D) one member representing the tourism |
|---|
| 29 | 29 | | industry. |
|---|
| 30 | 30 | | (d) A public member of the council is entitled to |
|---|
| 31 | 31 | | reimbursement of the travel expenses incurred by the member while |
|---|
| 32 | 32 | | conducting the business of the council, as provided by the General |
|---|
| 33 | 33 | | Appropriations Act. |
|---|
| 34 | 34 | | (e) The House Committee on Environmental Regulation and the |
|---|
| 35 | 35 | | Senate Committee on Natural Resources and Economic Development |
|---|
| 36 | 36 | | shall provide personnel and administrative support to the council |
|---|
| 37 | 37 | | as needed. |
|---|
| 38 | 38 | | (f) The council shall conduct a study to: |
|---|
| 39 | 39 | | (1) assess the current and potential effects of |
|---|
| 40 | 40 | | climate change trends on the residents, natural resources, public |
|---|
| 41 | 41 | | health, and economy of this state; |
|---|
| 42 | 42 | | (2) estimate the costs to this state of adverse |
|---|
| 43 | 43 | | effects associated with climate change; |
|---|
| 44 | 44 | | (3) research measures for preventing or mitigating the |
|---|
| 45 | 45 | | effects of flooding, erosion, drought, and wildfires that may be |
|---|
| 46 | 46 | | caused or worsened by climate change; and |
|---|
| 47 | 47 | | (4) recommend legislation or other regulations to |
|---|
| 48 | 48 | | minimize the adverse impact of climate change on this state. |
|---|
| 49 | 49 | | (g) The council shall hold public hearings in various parts |
|---|
| 50 | 50 | | of this state to gather information related to the study described |
|---|
| 51 | 51 | | in Subsection (f) of this section. |
|---|
| 52 | 52 | | (h) Not later than January 1, 2025, the council shall |
|---|
| 53 | 53 | | prepare and submit a report to the legislature containing the |
|---|
| 54 | 54 | | findings of the study described in Subsection (f) of this section. |
|---|
| 55 | 55 | | (i) The council is abolished and this Act expires September |
|---|
| 56 | 56 | | 1, 2025. |
|---|
| 57 | 57 | | SECTION 2. Not later than December 1, 2023, the lieutenant |
|---|
| 58 | 58 | | governor and the speaker of the house of representatives shall |
|---|
| 59 | 59 | | appoint members to the Climate Change Impact Assessment Council as |
|---|
| 60 | 60 | | required by this Act. |
|---|
| 61 | 61 | | SECTION 3. This Act takes effect September 1, 2023. |
