55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of the Climate Change Impact Assessment
88 Council.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section, "council" means the Climate
1111 Change Impact Assessment Council established by this Act.
1212 (b) The council is established to study the impact of
1313 climate change on the health, safety, and welfare of the residents
1414 of this state.
1515 (c) The council is composed of the following members:
1616 (1) two members of the senate appointed by the
1717 lieutenant governor;
1818 (2) two members of the house of representatives
1919 appointed by the speaker of the house of representatives; and
2020 (3) seven members of the public appointed jointly by
2121 the lieutenant governor and the speaker of the house of
2222 representatives, including:
2323 (A) one member with expertise in climatology;
2424 (B) one member with expertise in this state's
2525 economy;
2626 (C) one member with expertise in land management
2727 and natural resource maintenance; and
2828 (D) one member representing the tourism
2929 industry.
3030 (d) A public member of the council is entitled to
3131 reimbursement of the travel expenses incurred by the member while
3232 conducting the business of the council, as provided by the General
3333 Appropriations Act.
3434 (e) The House Committee on Environmental Regulation and the
3535 Senate Committee on Natural Resources and Economic Development
3636 shall provide personnel and administrative support to the council
3737 as needed.
3838 (f) The council shall conduct a study to:
3939 (1) assess the current and potential effects of
4040 climate change trends on the residents, natural resources, public
4141 health, and economy of this state;
4242 (2) estimate the costs to this state of adverse
4343 effects associated with climate change;
4444 (3) research measures for preventing or mitigating the
4545 effects of flooding, erosion, drought, and wildfires that may be
4646 caused or worsened by climate change; and
4747 (4) recommend legislation or other regulations to
4848 minimize the adverse impact of climate change on this state.
4949 (g) The council shall hold public hearings in various parts
5050 of this state to gather information related to the study described
5151 in Subsection (f) of this section.
5252 (h) Not later than January 1, 2025, the council shall
5353 prepare and submit a report to the legislature containing the
5454 findings of the study described in Subsection (f) of this section.
5555 (i) The council is abolished and this Act expires September
5656 1, 2025.
5757 SECTION 2. Not later than December 1, 2023, the lieutenant
5858 governor and the speaker of the house of representatives shall
5959 appoint members to the Climate Change Impact Assessment Council as
6060 required by this Act.
6161 SECTION 3. This Act takes effect September 1, 2023.
