55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the provision of information regarding mental health
88 and suicide prevention services to entering students at public
99 institutions of higher education.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 51.9194, Education Code, is amended by
1212 amending Subsection (a) and adding Subsection (a-1) to read as
1313 follows:
1414 (a) An institution of higher education [A general academic
1515 teaching institution] shall provide to each entering [full-time]
1616 undergraduate, graduate, or professional student, including each
1717 [full-time] undergraduate, graduate, or professional student who
1818 transfers to the institution, information about:
1919 (1) available mental health and suicide prevention
2020 services offered by the institution or by any associated
2121 organizations or programs; and
2222 (2) early warning signs that are often present in and
2323 appropriate intervention for a person who may be considering
2424 suicide.
2525 (a-1) In this section, "institution of higher education"
2626 has the meaning assigned by Section 61.003.
2727 SECTION 2. Section 51.9194, Education Code, as amended by
2828 this Act, applies beginning with the 2023-2024 academic year.
2929 SECTION 3. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2023.
