55 CONCURRENT RESOLUTION
66 WHEREAS, The citizens of the State of Texas have the right to
77 know if wasteful government spending on taxpayer-funded
88 experiments on bats and humanized mice caused the death of over 1
99 million Americans and over 6.6 million people worldwide; and
1010 WHEREAS, The United States Congress has a duty to the
1111 citizens of the State of Texas to promote the general welfare, and
1212 the President of the United States has a duty to ensure that the
1313 laws of the United States be faithfully executed; and
1414 WHEREAS, It is well documented that pathogens contained in
1515 highly secure laboratories around the world, including SARS viruses
1616 in China, have breached containment with deadly consequences on
1717 many occasions; and
1818 WHEREAS, The U.S. National Institutes of Health has confirmed
1919 that, between 2014 and 2019, it sent approximately $600,000 of
2020 taxpayers' money to the Wuhan Institute of Virology to collect
2121 coronaviruses from wild bats and manipulate them in animal
2222 experiments; and
2323 WHEREAS, The U.S. State Department expressed concern in 2018
2424 about safety lapses at the Wuhan Institute of Virology and the
2525 pandemic threat posed by its bat coronavirus experiments; and
2626 WHEREAS, The National Institutes of Health has confirmed that
2727 it funded gain-of-function animal experiments at the Wuhan
2828 Institute of Virology that engineered bat coronaviruses to be as
2929 much as 10,000 times stronger than their natural counterparts; and
3030 WHEREAS, A U.S. Senate Committee on Health Education, Labor
3131 and Pensions report has determined "the emergence of SARS-CoV-2
3232 that resulted in the COVID-19 pandemic was most likely the result of
3333 a research-related incident"; and
3434 WHEREAS, In its 2022 Annual Threat Assessment, the Office of
3535 the Director of National Intelligence declares, "One Intelligence
3636 Community element assesses with moderate confidence that the first
3737 human infection with SARS-CoV-2 most likely was the result of a
3838 laboratory-associated incident, probably involving
3939 experimentation, animal handling, or sampling by the Wuhan
4040 Institute of Virology"; and
4141 WHEREAS, A growing majority of the American public believes
4242 that the COVID-19 pandemic was caused by a lab leak; now, therefore,
4343 be it
4444 RESOLVED, That the 88th Legislature of the State of Texas
4545 hereby call on the federal government of the United States to:
4646 (1) conduct an unbiased and comprehensive investigation of
4747 the origins of the SARS-CoV-2 virus, including whether it resulted
4848 from a lab leak in Wuhan;
4949 (2) ensure that the investigation is conducted without
5050 influence by the government agencies and personnel involved in
5151 funding this research; and
5252 (3) issue a final report summarizing the findings of the
5353 investigation, without redaction, and make the report available to
5454 the citizens of the State of Texas in its entirety.
