6 | 6 | | WHEREAS, The citizens of the State of Texas have the right to |
---|
7 | 7 | | know if wasteful government spending on taxpayer-funded |
---|
8 | 8 | | experiments on bats and humanized mice caused the death of over 1 |
---|
9 | 9 | | million Americans and over 6.6 million people worldwide; and |
---|
10 | 10 | | WHEREAS, The United States Congress has a duty to the |
---|
11 | 11 | | citizens of the State of Texas to promote the general welfare, and |
---|
12 | 12 | | the President of the United States has a duty to ensure that the |
---|
13 | 13 | | laws of the United States be faithfully executed; and |
---|
14 | 14 | | WHEREAS, It is well documented that pathogens contained in |
---|
15 | 15 | | highly secure laboratories around the world, including SARS viruses |
---|
16 | 16 | | in China, have breached containment with deadly consequences on |
---|
17 | 17 | | many occasions; and |
---|
18 | 18 | | WHEREAS, The U.S. National Institutes of Health has confirmed |
---|
19 | 19 | | that, between 2014 and 2019, it sent approximately $600,000 of |
---|
20 | 20 | | taxpayers' money to the Wuhan Institute of Virology to collect |
---|
21 | 21 | | coronaviruses from wild bats and manipulate them in animal |
---|
22 | 22 | | experiments; and |
---|
23 | 23 | | WHEREAS, The U.S. State Department expressed concern in 2018 |
---|
24 | 24 | | about safety lapses at the Wuhan Institute of Virology and the |
---|
25 | 25 | | pandemic threat posed by its bat coronavirus experiments; and |
---|
26 | 26 | | WHEREAS, The National Institutes of Health has confirmed that |
---|
27 | 27 | | it funded gain-of-function animal experiments at the Wuhan |
---|
28 | 28 | | Institute of Virology that engineered bat coronaviruses to be as |
---|
29 | 29 | | much as 10,000 times stronger than their natural counterparts; and |
---|
30 | 30 | | WHEREAS, A U.S. Senate Committee on Health Education, Labor |
---|
31 | 31 | | and Pensions report has determined "the emergence of SARS-CoV-2 |
---|
32 | 32 | | that resulted in the COVID-19 pandemic was most likely the result of |
---|
33 | 33 | | a research-related incident"; and |
---|
34 | 34 | | WHEREAS, In its 2022 Annual Threat Assessment, the Office of |
---|
35 | 35 | | the Director of National Intelligence declares, "One Intelligence |
---|
36 | 36 | | Community element assesses with moderate confidence that the first |
---|
37 | 37 | | human infection with SARS-CoV-2 most likely was the result of a |
---|
38 | 38 | | laboratory-associated incident, probably involving |
---|
39 | 39 | | experimentation, animal handling, or sampling by the Wuhan |
---|
40 | 40 | | Institute of Virology"; and |
---|
41 | 41 | | WHEREAS, A growing majority of the American public believes |
---|
42 | 42 | | that the COVID-19 pandemic was caused by a lab leak; now, therefore, |
---|
43 | 43 | | be it |
---|
44 | 44 | | RESOLVED, That the 88th Legislature of the State of Texas |
---|
45 | 45 | | hereby call on the federal government of the United States to: |
---|
46 | 46 | | (1) conduct an unbiased and comprehensive investigation of |
---|
47 | 47 | | the origins of the SARS-CoV-2 virus, including whether it resulted |
---|
48 | 48 | | from a lab leak in Wuhan; |
---|
49 | 49 | | (2) ensure that the investigation is conducted without |
---|
50 | 50 | | influence by the government agencies and personnel involved in |
---|
51 | 51 | | funding this research; and |
---|
52 | 52 | | (3) issue a final report summarizing the findings of the |
---|
53 | 53 | | investigation, without redaction, and make the report available to |
---|
54 | 54 | | the citizens of the State of Texas in its entirety. |
