422 HOUSE CONCURRENT RESOLUTION
523 WHEREAS, The 2017 mass shooting in Sutherland Springs
624 continues to exact a heavy toll on survivors, their loved ones, and
725 the families of the slain; and
826 WHEREAS, In the attack, 26 Texans were killed and 20 more were
927 wounded; today, survivors still struggle with impairments and
1028 endure physical and emotional pain; injuries require ongoing care,
1129 therapy, and psychological treatment, leaving families burdened by
1230 medical expenses even as they adapt to lost income and earning
1331 capacity; and
1432 WHEREAS, The United States government has thus far failed to
1533 extend the same level of support it has provided in the wake of
1634 similar horrific incidents; it agreed to pay $88 million to the
1735 families of nine people shot dead at Emanuel AME Church in
1836 Charleston, South Carolina, in 2015, and it offered $127.5 million
1937 to the families of those killed in the 2018 shooting at Marjory
2038 Stoneman Douglas High School in Parkland, Florida; and
2139 WHEREAS, In the years to come, the aftereffects of the
2240 Sutherland Springs shooting will remain a source of tremendous
2341 suffering and hardship in the lives of those who survived, their
2442 families, and the families of those who perished; and
2543 WHEREAS, Their suffering and hardship deserves equitable
2644 requital to their peers; now, therefore, be it
2745 RESOLVED, That the 88th Legislature of the State of Texas
2846 hereby urge the United States Congress to ensure that the survivors
2947 and surviving families of the Sutherland Springs mass shooting
3048 receive compensation equivalent to the relief provided to those
3149 impacted by similar incidents; and, be it further
3250 RESOLVED, That the Texas secretary of state forward official
3351 copies of this resolution to the president of the United States, to
3452 the president of the Senate and the speaker of the House of
3553 Representatives of the United States Congress, and to all the
3654 members of the Texas delegation to Congress with the request that
3755 this resolution be entered in the Congressional Record as a
3856 memorial to the Congress of the United States of America.
