55 CONCURRENT RESOLUTION
66 WHEREAS, The Capitol Complex Child Development Center moved
77 to a new facility in the Barbara Jordan State Office Building in
88 August 2022, and this milestone provides a welcome opportunity to
99 name the center "Emma's Garden" in honor of the late Emma
1010 Barrientos; and
1111 WHEREAS, In 1989, the 71st Texas Legislature established the
1212 child development center by passing Senate Bill 1480, which was
1313 authored by former State Senator Gonzalo Barrientos and supported
1414 by his wife, Emma Barrientos; over the course of more than three
1515 decades, the center has provided childcare services to employees of
1616 the State of Texas and to the faculty and staff of The University of
1717 Texas at Austin; construction of the new facility commenced in
1818 2019; and
1919 WHEREAS, A respected civic leader, Ms. Barrientos devoted
2020 much of her time to political activism; throughout the 1960s and
2121 1970s, she participated in marches and rallies in support of
2222 organized labor and civil rights; additionally, she was
2323 instrumental in her husband's campaign for state representative,
2424 and after he joined the Texas Senate, she served as treasurer and
2525 president of the Texas Senate Ladies Club; later, the couple became
2626 founding members of the Tejano Democrats; and
2727 WHEREAS, Ms. Barrientos held a deep appreciation for
2828 cultural engagement, and she helped create Ballet Folklórico de
2929 Tejas, a professional dance company, as well as the Mexic-Arte
3030 Museum; moreover, she served as board president of the Austin
3131 Museum of Art and she was an early supporter of the Mexican American
3232 Cultural Center in Austin; and
3333 WHEREAS, Emma Barrientos was a champion of the Capitol
3434 Complex Child Development Center, and naming the facility for her
3535 would be a fitting tribute to her tireless efforts to make the world
3636 a better place for all young Texans; now, therefore, be it
3737 RESOLVED, That the 88th Legislature of the State of Texas
3838 hereby direct the Texas Facilities Commission to name the Capitol
3939 Complex Child Development Center "Emma's Garden" in honor of Emma
4040 Barrientos; and, be it further
4141 RESOLVED, That the secretary of state forward an official
4242 copy of this resolution to the chair and to the executive director
4343 of the Texas Facilities Commission.
