6	6	WHEREAS, The Capitol Complex Child Development Center moved
7	7	to a new facility in the Barbara Jordan State Office Building in
8	8	August 2022, and this milestone provides a welcome opportunity to
9	9	name the center "Emma's Garden" in honor of the late Emma
10	10	Barrientos; and
11	11	WHEREAS, In 1989, the 71st Texas Legislature established the
12	12	child development center by passing Senate Bill 1480, which was
13	13	authored by former State Senator Gonzalo Barrientos and supported
14	14	by his wife, Emma Barrientos; over the course of more than three
15	15	decades, the center has provided childcare services to employees of
16	16	the State of Texas and to the faculty and staff of The University of
17	17	Texas at Austin; construction of the new facility commenced in
18	18	2019; and
19	19	WHEREAS, A respected civic leader, Ms. Barrientos devoted
20	20	much of her time to political activism; throughout the 1960s and
21	21	1970s, she participated in marches and rallies in support of
22	22	organized labor and civil rights; additionally, she was
23	23	instrumental in her husband's campaign for state representative,
24	24	and after he joined the Texas Senate, she served as treasurer and
25	25	president of the Texas Senate Ladies Club; later, the couple became
26	26	founding members of the Tejano Democrats; and
27	27	WHEREAS, Ms. Barrientos held a deep appreciation for
28	28	cultural engagement, and she helped create Ballet Folklórico de
29	29	Tejas, a professional dance company, as well as the Mexic-Arte
30	30	Museum; moreover, she served as board president of the Austin
31	31	Museum of Art and she was an early supporter of the Mexican American
32	32	Cultural Center in Austin; and
33	33	WHEREAS, Emma Barrientos was a champion of the Capitol
34	34	Complex Child Development Center, and naming the facility for her
35	35	would be a fitting tribute to her tireless efforts to make the world
36	36	a better place for all young Texans; now, therefore, be it
37	37	RESOLVED, That the 88th Legislature of the State of Texas
38	38	hereby direct the Texas Facilities Commission to name the Capitol
39	39	Complex Child Development Center "Emma's Garden" in honor of Emma
40	40	Barrientos; and, be it further
41	41	RESOLVED, That the secretary of state forward an official
42	42	copy of this resolution to the chair and to the executive director
43	43	of the Texas Facilities Commission.
