55 CONCURRENT RESOLUTION
66 WHEREAS, The passage of the George Floyd Justice in Policing
77 Act is critical to holding police accountable, ending racial
88 profiling, and building trust between law enforcement and local
99 communities; and
1010 WHEREAS, The George Floyd Justice in Policing Act will
1111 establish national standards to combat the very preventable public
1212 health and human rights crisis of police brutality; in addition to
1313 prohibiting federal, state, and local law enforcement from racial,
1414 religious, and discriminatory profiling, the measure will require
1515 law enforcement to collect data on all investigatory activities; it
1616 will establish federal deadly force standards and save lives by
1717 limiting the use of military equipment by police and by banning
1818 deadly and discriminatory practices such as choke holds and
1919 no-knock warrants in drug cases; and
2020 WHEREAS, The act will also hold police accountable by making
2121 it easier to prosecute police misconduct and allow individuals to
2222 recover damages in civil court; the Department of Justice Civil
2323 Rights Division will be given greater subpoena power to investigate
2424 police misconduct, and a nationwide registry will be created to
2525 prevent problematic officers who move jurisdictions to avoid
2626 culpability; and
2727 WHEREAS, All Americans deserve to live free from the threat
2828 of wanton police violence and misconduct, and it is incumbent on the
2929 federal government to pass comprehensive police reform; now,
3030 therefore, be it
3131 RESOLVED, That the 88th Legislature of the State of Texas
3232 hereby respectfully urge the U.S. Congress to pass the George Floyd
3333 Justice in Policing Act; and, be it further
3434 RESOLVED, That the Texas secretary of state forward official
3535 copies of this resolution to the president of the United States, to
3636 the president of the Senate and the speaker of the House of
3737 Representatives of the United States Congress, and to all the
3838 members of the Texas delegation to Congress with the request that
3939 this resolution be entered in the Congressional Record as a
4040 memorial to the Congress of the United States of America.
