55 CONCURRENT RESOLUTION
66 WHEREAS, The nation's top law enforcement officials have
77 warned that white supremacy represents the most significant
88 domestic terror threat; and
99 WHEREAS, The Department of Justice has worked to protect
1010 Americans from domestic violent extremism since its founding more
1111 than 150 years ago, when it pursued white supremacists determined
1212 to oppress people newly freed from slavery and deny them their
1313 constitutional rights; and
1414 WHEREAS, In May 2021, the United States attorney general and
1515 secretary of Homeland Security warned U.S. senators of escalating
1616 peril, noting that 2019 had been the deadliest year for violent
1717 domestic extremism since 1995; a report drafted by the Department
1818 of Homeland Security, the Federal Bureau of Investigation, and the
1919 National Counterterrorism Center, under the auspices of the
2020 Director of National Intelligence, outlined the elevated threat
2121 posed by domestic violent extremism; the FBI assessed that the top
2222 domestic violent extremist threat stems from racially or ethnically
2323 motivated violent extremists, specifically those who claim
2424 superiority of the white race; the Homeland Security secretary
2525 stated that "racially or ethnically motivated violent extremists
2626 are the most likely to conduct mass casualty attacks against
2727 civilians"; the secretary and the attorney general both cautioned
2828 that the threat of domestic extremism has intensified because of
2929 encrypted apps and other online communications and the
3030 proliferation of increasingly lethal weaponry; and
3131 WHEREAS, Addressing the rising threat of racially motivated
3232 violence, U.S. Representative Sheila Jackson Lee has introduced
3333 House Resolution 61, the Leading Against White Supremacy Act of
3434 2023; the bill would amend Title 18 of the United States Code to
3535 broaden the definition of hate crimes in order to prevent and
3636 prosecute crimes motivated by white supremacy, as well as
3737 conspiracies to commit such crimes; it would affirm the DOJ's
3838 authority to conduct investigations, intercede, and take any other
3939 measures it deems necessary and appropriate to interdict, mitigate,
4040 or prevent potentially violent actions of this nature; under the
4141 legislation, the DOJ's Uniform Crime Reporting Program would keep
4242 track of white supremacist-inspired hate crimes, related actions,
4343 and enforcement measures; and
4444 WHEREAS, The Department of Justice is charged with the
4545 responsibility to protect citizens of the United States and
4646 preserve their constitutional rights, and the Leading Against White
4747 Supremacy Act of 2023 supports the agency in fulfilling this vital
4848 mission; now, therefore, be it
4949 RESOLVED, That the 88th Legislature of the State of Texas
5050 hereby respectfully urge the Congress of the United States to pass
5151 House Resolution 61, the Leading Against White Supremacy Act of
5252 2023; and, be it further
5353 RESOLVED, That the Texas secretary of state forward official
5454 copies of this resolution to the president of the United States, to
5555 the president of the Senate and the speaker of the House of
5656 Representatives of the United States Congress, and to all the
5757 members of the Texas delegation to Congress with the request that
5858 this resolution be entered in the Congressional Record as a
5959 memorial to the Congress of the United States of America.
