55 CONCURRENT RESOLUTION
66 WHEREAS, State law stipulates in Section 2165.256,
77 Government Code, that a person specified in a concurrent resolution
88 adopted by the legislature is eligible for burial in the State
99 Cemetery if the State Cemetery Committee finds that the person has
1010 made a significant contribution to Texas history and, based on that
1111 finding, approves the person's burial; and
1212 WHEREAS, A graduate of The University of Texas School of Law,
1313 Guy Herman was first elected as Travis County probate judge in 1985;
1414 he has demonstrated exceptional wisdom and compassion in the
1515 adjudication of sensitive matters relating to wills and estates,
1616 guardianships, and mental health commitments, and as the county
1717 population has doubled, he has overseen the growth of the court,
1818 training and guiding associate judges and mentoring many law clerks
1919 who have gone on to success in probate practices; and
2020 WHEREAS, During his long tenure as presiding judge for the
2121 Statutory Probate Judges of Texas, Judge Herman has rendered
2222 exceptional service to the legal community and the legislature,
2323 recommending beneficial changes to state laws and collaborating
2424 effectively on legislative matters with the Real Estate, Probate,
2525 and Trust Law sections of the State Bar of Texas; in 1993, he was
2626 elected president of the Texas College of Probate Judges, and he has
2727 served on numerous statewide and Supreme Court task forces over the
2828 years; and
2929 WHEREAS, From the very beginning of his career on the bench,
3030 Judge Herman has worked to protect vulnerable populations; his
3131 efforts have been crucial in preserving optimal autonomy and
3232 independence for individuals with mental illness and in the
3333 widespread adoption of warrantless detention rather than jailing
3434 defendants prior to mental health treatment; moreover, he played a
3535 key role in the development of the county's hospital district,
3636 which provides primary, specialty, behavioral, and dental health
3737 care to residents with insufficient resources; in recent years, he
3838 has been instrumental in the creation of the Assisted Outpatient
3939 Services approach to meet mental health needs of defendants; Travis
4040 County Integral Care recognized his outstanding record of service
4141 by naming its short-term residential psychiatric treatment
4242 facility the Judge Guy Herman Center for Mental Health Crisis Care
4343 in his honor; and
4444 WHEREAS, In light of his noteworthy contributions to the Lone
4545 Star State, it is fitting that the Honorable Guy Herman be allowed
4646 to designate the State Cemetery as his final resting place; now,
4747 therefore, be it
4848 RESOLVED, That the 88th Legislature of the State of Texas
4949 hereby authorize the burial of Guy Herman in the State Cemetery,
5050 provided that his application for assignment of burial space is
5151 approved by the State Cemetery Committee as required by law.
