55 CONCURRENT RESOLUTION
66 WHEREAS, More than 231,000 domestic violence incidents were
77 reported to the Texas Department of Public Safety in 2021 alone; and
88 WHEREAS, The Texas Council on Family Violence has estimated
99 that one in three Texans will be a victim over the course of their
1010 lifetime; such violence affects people of all ages and backgrounds,
1111 but over 70 percent of victims are women; in Texas, 169 women were
1212 killed by an intimate partner in 2021, and 22 other family members,
1313 friends, and bystanders were killed, including 11 children; and
1414 WHEREAS, Physical injuries are not the only effects of family
1515 violence; many victims suffer from anxiety, depression, and low
1616 self-esteem, and they may lean on drugs or alcohol in an attempt to
1717 cope; victims may also suffer economically, missing work or losing
1818 jobs because of violence or the threat of violence; and
1919 WHEREAS, Children who are victims or witnesses of domestic
2020 violence suffer in many ways, and they may experience a range of
2121 responses, from anger or fear to an inability to sleep; some are
2222 plagued by long-term emotional effects that can lead to substance
2323 abuse, unhealthy adult relationships, reduced social and academic
2424 skills, and increased risk of suicide; and
2525 WHEREAS, The societal ills caused by domestic violence are
2626 manifold, and reducing its occurrence is a matter of vital concern
2727 to the Lone Star State; now, therefore, be it
2828 RESOLVED, That the 88th Legislature of the State of Texas
2929 hereby request the Lieutenant Governor and the Speaker of the House
3030 of Representatives to provide for a joint interim study regarding
3131 domestic violence; and, be it further
3232 RESOLVED, That a full report, including findings and
3333 recommendations, be submitted to the 89th Texas Legislature before
3434 it convenes in January 2025.
