| 6 | 6 | | WHEREAS, More than 231,000 domestic violence incidents were |
|---|
| 7 | 7 | | reported to the Texas Department of Public Safety in 2021 alone; and |
|---|
| 8 | 8 | | WHEREAS, The Texas Council on Family Violence has estimated |
|---|
| 9 | 9 | | that one in three Texans will be a victim over the course of their |
|---|
| 10 | 10 | | lifetime; such violence affects people of all ages and backgrounds, |
|---|
| 11 | 11 | | but over 70 percent of victims are women; in Texas, 169 women were |
|---|
| 12 | 12 | | killed by an intimate partner in 2021, and 22 other family members, |
|---|
| 13 | 13 | | friends, and bystanders were killed, including 11 children; and |
|---|
| 14 | 14 | | WHEREAS, Physical injuries are not the only effects of family |
|---|
| 15 | 15 | | violence; many victims suffer from anxiety, depression, and low |
|---|
| 16 | 16 | | self-esteem, and they may lean on drugs or alcohol in an attempt to |
|---|
| 17 | 17 | | cope; victims may also suffer economically, missing work or losing |
|---|
| 18 | 18 | | jobs because of violence or the threat of violence; and |
|---|
| 19 | 19 | | WHEREAS, Children who are victims or witnesses of domestic |
|---|
| 20 | 20 | | violence suffer in many ways, and they may experience a range of |
|---|
| 21 | 21 | | responses, from anger or fear to an inability to sleep; some are |
|---|
| 22 | 22 | | plagued by long-term emotional effects that can lead to substance |
|---|
| 23 | 23 | | abuse, unhealthy adult relationships, reduced social and academic |
|---|
| 24 | 24 | | skills, and increased risk of suicide; and |
|---|
| 25 | 25 | | WHEREAS, The societal ills caused by domestic violence are |
|---|
| 26 | 26 | | manifold, and reducing its occurrence is a matter of vital concern |
|---|
| 27 | 27 | | to the Lone Star State; now, therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the 88th Legislature of the State of Texas |
|---|
| 29 | 29 | | hereby request the Lieutenant Governor and the Speaker of the House |
|---|
| 30 | 30 | | of Representatives to provide for a joint interim study regarding |
|---|
| 31 | 31 | | domestic violence; and, be it further |
|---|
| 32 | 32 | | RESOLVED, That a full report, including findings and |
|---|
| 33 | 33 | | recommendations, be submitted to the 89th Texas Legislature before |
|---|
| 34 | 34 | | it convenes in January 2025. |
