5 | 19 | | WHEREAS, Municipal courts provide the citizens of the Lone |

6 | 20 | | Star State with a local forum where questions of law and fact can be |

7 | 21 | | resolved in regard to alleged violations of state law and municipal |
---|
8 | 22 | | ordinances; and |
---|
9 | 23 | | WHEREAS, Because citizens come into contact with municipal |
---|
10 | 24 | | courts more often than any other type of court, the administration |
---|
11 | 25 | | of justice at the municipal level plays a large part in influencing |
---|
12 | 26 | | the public's overall impression of the Texas judicial system; and |
---|
13 | 27 | | WHEREAS, Judges of the municipal courts function also as |
---|
14 | 28 | | magistrates for the State of Texas, and in that role they perform |
---|
15 | 29 | | such duties as issuing search and arrest warrants, giving |
---|
16 | 30 | | magistrate warnings, and setting bail for offenses ranging from |
---|
17 | 31 | | petty theft to murder; and |
---|
18 | 32 | | WHEREAS, Pledging to be impartial and to conform to the |
---|
19 | 33 | | standards set by the Canons of Judicial Conduct, our state's |
---|
20 | 34 | | municipal court employees work diligently to ensure the fair |
---|
21 | 35 | | administration of justice while upholding the rigorous standards of |
---|
22 | 36 | | professionalism; and |
---|
23 | 37 | | WHEREAS, In addition to judges, municipal courts are staffed |
---|
24 | 38 | | by clerks, court administrators, prosecutors, juvenile case |
---|
25 | 39 | | managers, bailiffs, and warrant officers; these dedicated |
---|
26 | 40 | | individuals continually strive to improve court operations by |
---|
27 | 41 | | participating in judicial education programs, seminars, workshops, |
---|
28 | 42 | | and the annual meetings of their state and local professional |
---|
29 | 43 | | organizations; and |
---|
30 | 44 | | WHEREAS, Municipal courts in Texas play a vital role in |
---|
31 | 45 | | preserving public safety, protecting the quality of life for area |
---|
32 | 46 | | residents, and deterring future criminal behavior, and it is indeed |
---|
33 | 47 | | fitting to recognize municipal judges and court support personnel |
---|
34 | 48 | | for their exemplary dedication to the communities they serve; now, |
---|
35 | 49 | | therefore, be it |

36 | 50 | | RESOLVED, That the 88th Legislature of the State of Texas |
---|
37 | 51 | | hereby designate the first week of November as Municipal Courts |
---|
38 | 52 | | Week; and, be it further |
---|
39 | 53 | | RESOLVED, That, in accordance with the provisions of Section |
---|
40 | 54 | | 391.004(d), Government Code, this designation remain in effect |
---|
41 | 55 | | until the 10th anniversary of the date this resolution is finally |
---|
42 | 56 | | passed by the legislature. |
