55 A JOINT RESOLUTION
66 proposing a constitutional amendment authorizing a statewide
77 referendum allowing voters to indicate a preference for observing
88 standard time year-round or observing daylight saving time

1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Article XVI, Texas Constitution, is amended by
1212 adding Section 74 to read as follows:
1313 Sec. 74. (a) The legislature by general law may:
1414 (1) hold a statewide referendum that allows the voters
1515 to indicate a preference for either:
1616 (A) observing standard time year-round; or
1717 (B) observing daylight saving time year-round;
1818 and
1919 (2) enact a law based on the results of the referendum
2020 providing for observing standard time year-round or observing
2121 daylight saving time year-round.
2222 (b) A statewide referendum described by Subsection (a) of
2323 this section that is held on the same day as the election on the
2424 constitutional amendment to add this section to this article is
2525 hereby validated.
2626 SECTION 2. This proposed constitutional amendment shall be
2727 submitted to the voters at an election to be held November 7, 2023.
2828 The ballot shall be printed to permit voting for or against the
2929 proposition: "The constitutional amendment authorizing the state
3030 to conduct a statewide referendum to allow the voters to choose
3131 between observing standard time year-round and observing daylight
3232 saving time year-round and authorizing the legislature to enact
3333 legislation that gives effect to the option preferred by a majority
3434 of the voters voting in the statewide referendum."
