| 8 | 8 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Section 9(b), Article III, Texas Constitution, | |
| 10 | 10 | is amended to read as follows: | |
| 11 | 11 | (b) The House of Representatives shall, when it first | |
| 12 | 12 | assembles in regular session, organize temporarily, and thereupon | |
| 13 | 13 | proceed to the election of a Speaker from its own members. The | |
| 14 | 14 | Speaker shall, during the first 30 days of each regular session and | |
| 15 | 15 | at such other times as may be necessary, select another member of | |
| 16 | 16 | the House as Speaker pro tempore. If the office of Speaker becomes | |
| 17 | 17 | vacant, the Speaker pro tempore shall convene the Committee of the | |
| 18 | 18 | Whole House of Representatives within 30 days after the vacancy | |
| 19 | 19 | occurs. The Committee of the Whole shall elect one of its members | |
| 20 | 20 | Speaker to serve until the House next assembles in regular session. | |
| 21 | 21 | SECTION 2. This proposed constitutional amendment shall be | |
| 22 | 22 | submitted to the voters at an election to be held November 7, 2023. | |
| 23 | 23 | The ballot shall be printed to permit voting for or against the | |
| 24 | 24 | proposition: "The constitutional amendment providing procedures | |
| 25 | 25 | to fill a vacancy in the office of Speaker of the House of | |
| 26 | 26 | Representatives." |
