| 6 | 6 | | proposing a constitutional amendment regarding the time during |

| 7 | 7 | | which the legislature may act on bills or resolutions during a |
|---|
| 8 | 8 | | regular session. |
|---|
| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 5, Article III, Texas Constitution, is |
|---|
| 11 | 11 | | amended by amending Subsections (b) and (c) and adding Subsection |
|---|
| 12 | 12 | | (b-1) to read as follows: |
|---|
| 13 | 13 | | (b) When convened in regular Session, the first thirty days |
|---|
| 14 | 14 | | thereof shall be devoted to the introduction of bills and |
|---|
| 15 | 15 | | resolutions, acting upon emergency appropriations, passing upon |
|---|
| 16 | 16 | | the confirmation of the recess appointees of the Governor and such |
|---|
| 17 | 17 | | emergency matters as may be submitted by the Governor in special |
|---|
| 18 | 18 | | messages to the Legislature. During the succeeding thirty days of |
|---|
| 19 | 19 | | the regular session, [of] the Legislature may continue to introduce |
|---|
| 20 | 20 | | bills and resolutions and may [the various committees of each House |
|---|
| 21 | 21 | | shall] hold hearings to consider and otherwise act on all bills and |
|---|
| 22 | 22 | | resolutions and other matters then pending[;] and such emergency |
|---|
| 23 | 23 | | matters as may be submitted by the Governor. During the remainder |
|---|
| 24 | 24 | | of the session the Legislature shall act upon such bills and |
|---|
| 25 | 25 | | resolutions as may be then pending and upon such emergency matters |
|---|
| 26 | 26 | | as may be submitted by the Governor in special messages to the |
|---|
| 27 | 27 | | Legislature. |
|---|
| 28 | 28 | | (b-1) Notwithstanding Subsection (b) of this section, the |
|---|
| 29 | 29 | | Legislature may at any time during a regular session act on any bill |
|---|
| 30 | 30 | | that extends the existence of an agency, commission, or advisory |
|---|
| 31 | 31 | | committee following legislative review. |
|---|
| 32 | 32 | | (c) Notwithstanding Subsections [Subsection] (b) and (b-1) |
|---|
| 33 | 33 | | of this section, either House may determine its order of business by |
|---|
| 34 | 34 | | an affirmative vote of four-fifths of its membership. |
|---|
| 35 | 35 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 36 | 36 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 37 | 37 | | The ballot shall be printed to permit voting for or against the |
|---|
| 38 | 38 | | proposition: "The constitutional amendment regarding the time |
|---|
| 39 | 39 | | during which the legislature may act on bills or resolutions during |
|---|
| 40 | 40 | | a regular session." |
