55 A JOINT RESOLUTION

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 5, Article III, Texas Constitution, is
1111 amended by amending Subsections (b) and (c) and adding Subsection
1212 (b-1) to read as follows:
1313 (b) When convened in regular Session, the first thirty days
1414 thereof shall be devoted to the introduction of bills and
1515 resolutions, acting upon emergency appropriations, passing upon
1616 the confirmation of the recess appointees of the Governor and such
1717 emergency matters as may be submitted by the Governor in special
1818 messages to the Legislature. During the succeeding thirty days of
1919 the regular session, [of] the Legislature may continue to introduce
2020 bills and resolutions and may [the various committees of each House
2121 shall] hold hearings to consider and otherwise act on all bills and
2222 resolutions and other matters then pending[;] and such emergency
2323 matters as may be submitted by the Governor. During the remainder
2424 of the session the Legislature shall act upon such bills and
2525 resolutions as may be then pending and upon such emergency matters
2626 as may be submitted by the Governor in special messages to the
2727 Legislature.
2828 (b-1) Notwithstanding Subsection (b) of this section, the
2929 Legislature may at any time during a regular session act on any bill
3030 that extends the existence of an agency, commission, or advisory
3131 committee following legislative review.
3232 (c) Notwithstanding Subsections [Subsection] (b) and (b-1)
3333 of this section, either House may determine its order of business by
3434 an affirmative vote of four-fifths of its membership.
3535 SECTION 2. This proposed constitutional amendment shall be
3636 submitted to the voters at an election to be held November 7, 2023.
3737 The ballot shall be printed to permit voting for or against the
3838 proposition: "The constitutional amendment regarding the time
3939 during which the legislature may act on bills or resolutions during
4040 a regular session."
