| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 5, Article III, Texas Constitution, is |
|---|
| 12 | 12 | | amended by adding Subsection (b-1) and amending Subsection (c) to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | (b-1) Notwithstanding Subsection (b) of this section, the |
|---|
| 15 | 15 | | Legislature may at any time during a regular session act on any bill |
|---|
| 16 | 16 | | that extends the existence of an agency, commission, or advisory |
|---|
| 17 | 17 | | committee following legislative review. |
|---|
| 18 | 18 | | (c) Notwithstanding Subsections [Subsection] (b) and (b-1) |
|---|
| 19 | 19 | | of this section, either House may determine its order of business by |
|---|
| 20 | 20 | | an affirmative vote of four-fifths of its membership. |
|---|
| 21 | 21 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 22 | 22 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 23 | 23 | | The ballot shall be printed to permit voting for or against the |
|---|
| 24 | 24 | | proposition: "The constitutional amendment authorizing |
|---|
| 25 | 25 | | legislative action at any time during a regular session of the |
|---|
| 26 | 26 | | legislature on a bill that extends the existence of an agency, |
|---|
| 27 | 27 | | commission, or advisory committee following legislative review." |
