6	8		A JOINT RESOLUTION
7	9		proposing a constitutional amendment providing for the creation of
8	10		the Texas land and water conservation fund to assist in preserving
9	11		critical natural resources in this state.
10	12		BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	13		SECTION 1. Article III, Texas Constitution, is amended by
12	14		adding Section 49-d-17 to read as follows:
13	15		Sec. 49-d-17. (a) The Texas land and water conservation
14	16		fund is created as a special fund outside the state treasury.
15	17		(b) As provided by general law, money in the Texas land and
16	18		water conservation fund may be administered and used, without
17	19		further appropriation, by the Texas land and water conservation
18	20		board or that board's successor in function to provide funding for
19	21		conservation and restoration of and public access to land, water,
20	22		and natural resources.
21	23		(c) Separate accounts may be established in the Texas land
22	24		and water conservation fund as necessary to administer the fund or
23	25		authorized projects.
24	26		SECTION 2. This proposed constitutional amendment shall be
25	27		submitted to the voters at an election to be held November 7, 2023.
26	28		The ballot shall be printed to permit voting for or against the
27	29		proposition: "The constitutional amendment providing for the
28	30		creation of the Texas land and water conservation fund to assist in
29	31		the voluntary protection of Texas' water quality, wildlife habitat,
30	32		natural areas, and parks, while not increasing the rate of any
31	33		taxes." If that amendment is not approved by the voters, this Act
32	34		has no effect.
