| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Article V, Texas Constitution, is amended by |

| 11 | 11 | | adding Section 33 to read as follows: |

| 12 | 12 | | Sec. 33. The legislature by general law may provide for a |

| 13 | 13 | | court to grant a commutation of punishment to certain individuals |
|---|
| 14 | 14 | | serving a term of imprisonment. |

| 15 | 15 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 16 | 16 | | submitted to the voters at an election to be held on |
|---|
| 17 | 17 | | November 7, 2023. The ballot shall be printed to provide voting |
|---|
| 18 | 18 | | for or against the proposition: "The constitutional amendment |
|---|
| 19 | 19 | | authorizing the legislature to enact laws providing for a court to |
|---|
| 20 | 20 | | grant a commutation of punishment to certain individuals serving a |
|---|
| 21 | 21 | | term of imprisonment." |
