| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 1-l(a), Article VIII, Texas |
|---|
| 12 | 12 | | Constitution, is amended to read as follows: |
|---|
| 13 | 13 | | (a) The legislature by general law may exempt from ad |
|---|
| 14 | 14 | | valorem taxation all or part of real and personal property used, |
|---|
| 15 | 15 | | constructed, acquired, or installed wholly or partly to prevent, |
|---|
| 16 | 16 | | monitor, control, or reduce [meet or exceed rules or regulations |
|---|
| 17 | 17 | | adopted by any environmental protection agency of the United |
|---|
| 18 | 18 | | States, this state, or a political subdivision of this state for the |
|---|
| 19 | 19 | | prevention, monitoring, control, or reduction of] air, water, or |
|---|
| 20 | 20 | | land pollution. |

| 21 | 21 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 22 | 22 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 23 | 23 | | The ballot shall be printed to permit voting for or against the |
|---|
| 24 | 24 | | proposition: "The constitutional amendment to authorize the |
|---|
| 25 | 25 | | legislature to exempt from ad valorem taxation property used to |
|---|
| 26 | 26 | | control pollution, regardless of whether the property is used to |
|---|
| 27 | 27 | | meet or exceed rules or regulations adopted for that purpose." |
