| 6 | 6 | | proposing a constitutional amendment regarding the time during |

| 7 | 7 | | which the legislature may act on bills or resolutions during a |
|---|

| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 5(b), Article III, Texas Constitution, |
|---|
| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | (b) When convened in regular session [Session], the first 60 |
|---|
| 13 | 13 | | [thirty] days thereof shall be devoted to the introduction of and |
|---|
| 14 | 14 | | acting on bills and resolutions, including holding committee |
|---|
| 15 | 15 | | hearings [acting upon emergency appropriations, passing upon the |
|---|
| 16 | 16 | | confirmation of the recess appointees of the Governor and such |
|---|
| 17 | 17 | | emergency matters as may be submitted by the Governor in special |
|---|
| 18 | 18 | | messages to the Legislature]. During the remainder of the session |
|---|
| 19 | 19 | | [succeeding thirty days of the regular session of the Legislature] |
|---|
| 20 | 20 | | the various committees of each House shall hold hearings to |
|---|
| 21 | 21 | | consider all bills and resolutions and other matters then pending |
|---|
| 22 | 22 | | and [; and such emergency matters as may be submitted by the |
|---|
| 23 | 23 | | Governor. During the remainder of the session] the Legislature |
|---|
| 24 | 24 | | shall act upon such bills and resolutions as may be then pending. |
|---|
| 25 | 25 | | The Legislature may at any time during a regular session consider |
|---|
| 26 | 26 | | the confirmation of the recess appointees of the Governor and act on |
|---|
| 27 | 27 | | emergency appropriations and [upon] such emergency matters as may |
|---|
| 28 | 28 | | be submitted by the Governor in special messages to the |
|---|
| 29 | 29 | | Legislature. |
|---|
| 30 | 30 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 31 | 31 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 32 | 32 | | The ballot shall be printed to permit voting for or against the |
|---|
| 33 | 33 | | proposition: "The constitutional amendment regarding the time |
|---|
| 34 | 34 | | during which the legislature may act on bills or resolutions during |
|---|
| 35 | 35 | | a regular session." |
