99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 5(b), Article III, Texas Constitution,
1111 is amended to read as follows:
1212 (b) When convened in regular session [Session], the first 60
1313 [thirty] days thereof shall be devoted to the introduction of and
1414 acting on bills and resolutions, including holding committee
1515 hearings [acting upon emergency appropriations, passing upon the
1616 confirmation of the recess appointees of the Governor and such
1717 emergency matters as may be submitted by the Governor in special
1818 messages to the Legislature]. During the remainder of the session
1919 [succeeding thirty days of the regular session of the Legislature]
2020 the various committees of each House shall hold hearings to
2121 consider all bills and resolutions and other matters then pending
2222 and [; and such emergency matters as may be submitted by the
2323 Governor. During the remainder of the session] the Legislature
2424 shall act upon such bills and resolutions as may be then pending.
2525 The Legislature may at any time during a regular session consider
2626 the confirmation of the recess appointees of the Governor and act on
2727 emergency appropriations and [upon] such emergency matters as may
2828 be submitted by the Governor in special messages to the
2929 Legislature.
3030 SECTION 2. This proposed constitutional amendment shall be
3131 submitted to the voters at an election to be held November 7, 2023.
3232 The ballot shall be printed to permit voting for or against the
3333 proposition: "The constitutional amendment regarding the time
3434 during which the legislature may act on bills or resolutions during
3535 a regular session."
