44 A JOINT RESOLUTION
55 proposing a constitutional amendment to require the legislature to
66 appropriate funds to state institutions of higher education to fund

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Article VII, Texas Constitution, is amended by
1010 adding Section 21 to read as follows:
1111 Sec. 21. The legislature shall appropriate to each state
1212 institution of higher education, out of the first money coming into
1313 the treasury not otherwise appropriated by this constitution, an
1414 amount sufficient to fund at least 50 percent of the cost to the
1515 institutions of providing tuition and fee exemptions for veterans
1616 under a program created by the legislature by general law.
1717 SECTION 2. This proposed constitutional amendment shall be
1818 submitted to the voters at an election to be held November 2, 2021.
1919 The ballot shall be printed to provide for voting for or against the
2020 proposition: "The constitutional amendment requiring the
2121 legislature to appropriate funds to state institutions of higher
2222 education to fund certain education programs for veterans."
