55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring the governor to call

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 8, Article IV, Texas Constitution, is
1111 amended by adding Subsection (c) to read as follows:
1212 (c) The Governor shall by proclamation convene the
1313 Legislature in special session on receipt of a petition requesting
1414 the special session that is signed by at least two-thirds of the
1515 members of each house of the Legislature. The petition must state
1616 the date the Governor must convene the special session and the
1717 specific purpose or purposes for which the session is convened. The
1818 proclamation must provide for convening the Legislature on the date
1919 stated in the petition and must authorize the Legislature to
2020 consider the specific purpose or purposes stated in the petition.
2121 SECTION 2. This proposed constitutional amendment shall be
2222 submitted to the voters at an election to be held November 7, 2023.
2323 The ballot shall be printed to permit voting for or against the
2424 proposition: "The constitutional amendment requiring the governor
2525 to call the legislature into special session on petition of at least
2626 two-thirds of the members of each house of the legislature."
