| 11 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 11 | | SECTION 1. Article VIII, Texas Constitution, is amended by |

| 13 | 12 | | adding Section 1-s to read as follows: |
|---|
| 14 | 13 | | Sec. 1-s. (a) The legislature by general law may exempt |
|---|
| 15 | 14 | | from ad valorem taxation tangible personal property consisting of |
|---|
| 16 | 15 | | animal feed held by the owner of the property for sale at retail. |
|---|
| 17 | 16 | | (b) The legislature by general law may provide additional |
|---|
| 18 | 17 | | eligibility requirements for the exemption authorized by this |
|---|
| 19 | 18 | | section. |
|---|
| 20 | 19 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 21 | 20 | | submitted to the voters at an election to be held November 7, 2023. |
|---|
| 22 | 21 | | The ballot shall be printed to permit voting for or against the |
|---|
| 23 | 22 | | proposition: "The constitutional amendment authorizing the |
|---|
| 24 | 23 | | legislature to exempt from ad valorem taxation tangible personal |
|---|
| 25 | 24 | | property consisting of animal feed held by the owner of the property |
|---|
| 26 | 25 | | for sale at retail." |
