55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring payment of child

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 6, Article III, Texas Constitution, is
1010 amended to read as follows:
1111 Sec. 6. To be eligible to be a candidate for, or elected or
1212 appointed to, the office of [No person shall be a] Senator, a person
1313 must:
1414 (1) [unless he] be a citizen of the United States;
1515 (2) be, [and,] at the time of the person's [his]
1616 election or appointment, a qualified voter of this State;
1717 (3) [, and shall] have been a resident of this State
1818 for the five years [next] preceding the [his] election or
1919 appointment;
2020 (4) have been [, and the last year thereof] a resident
2121 of the district for which the person would serve as a Senator for
2222 the year preceding the election or appointment;
2323 (5) be at least 26 [he shall be chosen, and shall have
2424 attained the age of twenty-six] years of age; and
2525 (6) have paid all child support due and payable by the
2626 person unless:
2727 (A) the person has made all due payments under a
2828 payment plan; or
2929 (B) the child support due is being contested or
3030 negotiated.
3131 SECTION 2. Section 7, Article III, Texas Constitution, is
3232 amended to read as follows:
3333 Sec. 7. To be eligible to be a candidate for, or elected or
3434 appointed to, the office of [No person shall be a] Representative, a
3535 person must:
3636 (1) [unless he] be a citizen of the United States;
3737 (2) be, [and,] at the time of the person's [his]
3838 election or appointment, a qualified voter of this State;
3939 (3) [, and shall] have been a resident of this State
4040 for the two years [next] preceding the [his] election or
4141 appointment;
4242 (4) have been [, the last year thereof] a resident of
4343 the district for which the person would serve as a Representative
4444 for the year preceding the election or appointment;
4545 (5) be at least 21 [he shall be chosen, and shall have
4646 attained the age of twenty-one] years of age; and
4747 (6) have paid all child support due and payable by the
4848 person unless:
4949 (A) the person has made all due payments under a
5050 payment plan; or
5151 (B) the child support due is being contested or
5252 negotiated.
5353 SECTION 3. Section 4, Article IV, Texas Constitution, is
5454 amended to read as follows:
5555 Sec. 4. The Governor elected at the general election [in
5656 1974, and thereafter,] shall be installed on the first Tuesday
5757 after the organization of the Legislature, or as soon thereafter as
5858 practicable, and shall hold that [his] office for the term of four
5959 years, or until the Governor's [his] successor shall be duly
6060 installed. To be eligible to be a candidate for or elected to the
6161 office of Governor, a person must:
6262 (1) [He shall] be at least thirty years of age;
6363 (2) be [,] a citizen of the United States;
6464 (3) have been a resident of [, and shall have resided
6565 in] this State for the [at least] five years immediately preceding
6666 the [his] election; and
6767 (4) have paid all child support due and payable by the
6868 person unless:
6969 (A) the person has made all due payments under a
7070 payment plan; or
7171 (B) the child support due is being contested or
7272 negotiated.
7373 SECTION 4. This proposed constitutional amendment shall be
7474 submitted to the voters at an election to be held November 7, 2023.
7575 The ballot shall be printed to permit voting for or against the
7676 proposition: "The constitutional amendment requiring payment of
7777 child support to be eligible to hold certain public elective
7878 offices."
