10 | 10 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Article VII, Texas Constitution, is amended by | |
12 | 12 | adding Section 21 to read as follows: | |
13 | 13 | Sec. 21. Each state fiscal biennium, the legislature shall | |
14 | 14 | appropriate to each state institution of higher education, out of | |
15 | 15 | the first money coming into the treasury not otherwise appropriated | |
16 | 16 | by this constitution, an amount sufficient to fund at least 50 | |
17 | 17 | percent of the cost to the institution during the most recent state | |
18 | 18 | fiscal biennium of providing tuition and fee exemptions for | |
19 | 19 | veterans and family members of veterans as required by the | |
20 | 20 | legislature by general law. | |
21 | 21 | SECTION 2. This proposed constitutional amendment shall be | |
22 | 22 | submitted to the voters at an election to be held November 7, 2023. | |
23 | 23 | The ballot shall be printed to provide for voting for or against the | |
24 | 24 | proposition: "The constitutional amendment requiring the | |
25 | 25 | legislature to appropriate funds to state institutions of higher | |
26 | 26 | education to fund certain education benefits provided to veterans | |
27 | 27 | and family members of veterans." |
