66 proposing a constitutional amendment to require the legislature to
77 appropriate funds to state institutions of higher education to fund
88 certain education benefits provided to veterans and family members
99 of veterans.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Article VII, Texas Constitution, is amended by
1212 adding Section 21 to read as follows:
1313 Sec. 21. Each state fiscal biennium, the legislature shall
1414 appropriate to each state institution of higher education, out of
1515 the first money coming into the treasury not otherwise appropriated
1616 by this constitution, an amount sufficient to fund at least 50
1717 percent of the cost to the institution during the most recent state
1818 fiscal biennium of providing tuition and fee exemptions for
1919 veterans and family members of veterans as required by the
2020 legislature by general law.
2121 SECTION 2. This proposed constitutional amendment shall be
2222 submitted to the voters at an election to be held November 7, 2023.
2323 The ballot shall be printed to provide for voting for or against the
2424 proposition: "The constitutional amendment requiring the
2525 legislature to appropriate funds to state institutions of higher
2626 education to fund certain education benefits provided to veterans
2727 and family members of veterans."
