55 A JOINT RESOLUTION
66 proposing a constitutional amendment authorizing a statewide

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article XVI, Texas Constitution, is amended by
1111 adding Section 74 to read as follows:
1212 Sec. 74. (a) The legislature by general law may:
1313 (1) hold a statewide referendum that allows the voters
1414 to indicate a preference for or against observing daylight saving
1515 time year-round; and
1616 (2) enact a law providing for observing daylight
1717 saving time year-round based on the results of the referendum.
1818 (b) A statewide referendum described by Subsection (a) of
1919 this section that is held on the same day as the election on the
2020 constitutional amendment to add this section to this article is
2121 hereby validated.
2222 SECTION 2. This proposed constitutional amendment shall be
2323 submitted to the voters at an election to be held November 7, 2023.
2424 The ballot shall be printed to permit voting for or against the
2525 proposition: "The constitutional amendment authorizing the state
2626 to conduct a statewide referendum to allow the voters to vote for or
2727 against observing daylight saving time year-round and authorizing
2828 the legislature to enact legislation if a majority of the voters
2929 voting in the statewide referendum vote to observe daylight saving
3030 time year-round."
