86 proposing a constitutional amendment relating to the right of a

119 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Article I, Texas Constitution, is amended by
1311 adding Section 36 to read as follows:
1412 Sec. 36. (a) An individual in this state has the right to
1513 conduct activities on the individual's homestead property to secure
16- for the residents of that property access to food, water, electric
17- power, and shelter, subject to laws protecting public health and
18- safety and laws for the conservation and development of the natural
19- resources of this state.
