44 R E S O L U T I O N
55 WHEREAS, Connie Hickman retired as the Navarro County justice
66 of the peace for Precinct 4 in June 2022, concluding a noteworthy
77 tenure in office that spanned more than three decades; and
88 WHEREAS, Judge Hickman first took office as justice of the
99 peace for Navarro County in 1991, after serving for eight years as a
1010 court clerk to former Justice of the Peace Badie Stewart; she was
1111 the only justice of the peace for several years prior to the county
1212 splitting into four different precincts; and
1313 WHEREAS, Over the course of her exemplary eight terms in
1414 office, Judge Hickman oversaw several advances in the court
1515 system's technology, including the computerization of its record
1616 system and the automation of traffic citations; furthermore, she
1717 helped establish a truancy court to promote educational success
1818 among the county's youth; at the time of her retirement, she was the
1919 longest-tenured elected official in Navarro County and was one of
2020 the highest decorated justices of the peace in the state; and
2121 WHEREAS, Judge Hickman served as president of the Justices of
2222 the Peace and Constables Association of Texas from 2006 to 2007, as
2323 chair of the Justice of the Peace Legislative and Education
2424 Committees, and as a past president and board member of the Texas
2525 Association of Counties; in recognition of her many achievements,
2626 she has received numerous accolades, such as the Judge of the Year
2727 Award, the T. A. Vines Award, and the Lifetime Achievement Award
2828 from the JPCA, and she was also selected to attend the prestigious
2929 National Judicial College; and
3030 WHEREAS, Connie Hickman has greatly benefited her fellow
3131 citizens through her leadership, professionalism, and commitment
3232 to excellence, and she may indeed reflect with pride on her
3333 outstanding record of service; now, therefore, be it
3434 RESOLVED, That the House of Representatives of the 88th Texas
3535 Legislature hereby congratulate the Honorable Connie Hickman on her
3636 retirement as justice of the peace for Navarro County Precinct 4 and
3737 extend to her sincere best wishes for continued success and
3838 happiness in all her future endeavors; and, be it further
3939 RESOLVED, That an official copy of this resolution be
4040 prepared for Judge Hickman as an expression of high regard by the
4141 Texas House of Representatives.
