5 | 5 | | WHEREAS, Connie Hickman retired as the Navarro County justice |
---|
6 | 6 | | of the peace for Precinct 4 in June 2022, concluding a noteworthy |
---|
7 | 7 | | tenure in office that spanned more than three decades; and |
---|
8 | 8 | | WHEREAS, Judge Hickman first took office as justice of the |
---|
9 | 9 | | peace for Navarro County in 1991, after serving for eight years as a |
---|
10 | 10 | | court clerk to former Justice of the Peace Badie Stewart; she was |
---|
11 | 11 | | the only justice of the peace for several years prior to the county |
---|
12 | 12 | | splitting into four different precincts; and |
---|
13 | 13 | | WHEREAS, Over the course of her exemplary eight terms in |
---|
14 | 14 | | office, Judge Hickman oversaw several advances in the court |
---|
15 | 15 | | system's technology, including the computerization of its record |
---|
16 | 16 | | system and the automation of traffic citations; furthermore, she |
---|
17 | 17 | | helped establish a truancy court to promote educational success |
---|
18 | 18 | | among the county's youth; at the time of her retirement, she was the |
---|
19 | 19 | | longest-tenured elected official in Navarro County and was one of |
---|
20 | 20 | | the highest decorated justices of the peace in the state; and |
---|
21 | 21 | | WHEREAS, Judge Hickman served as president of the Justices of |
---|
22 | 22 | | the Peace and Constables Association of Texas from 2006 to 2007, as |
---|
23 | 23 | | chair of the Justice of the Peace Legislative and Education |
---|
24 | 24 | | Committees, and as a past president and board member of the Texas |
---|
25 | 25 | | Association of Counties; in recognition of her many achievements, |
---|
26 | 26 | | she has received numerous accolades, such as the Judge of the Year |
---|
27 | 27 | | Award, the T. A. Vines Award, and the Lifetime Achievement Award |
---|
28 | 28 | | from the JPCA, and she was also selected to attend the prestigious |
---|
29 | 29 | | National Judicial College; and |
---|
30 | 30 | | WHEREAS, Connie Hickman has greatly benefited her fellow |
---|
31 | 31 | | citizens through her leadership, professionalism, and commitment |
---|
32 | 32 | | to excellence, and she may indeed reflect with pride on her |
---|
33 | 33 | | outstanding record of service; now, therefore, be it |
---|
34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
35 | 35 | | Legislature hereby congratulate the Honorable Connie Hickman on her |
---|
36 | 36 | | retirement as justice of the peace for Navarro County Precinct 4 and |
---|
37 | 37 | | extend to her sincere best wishes for continued success and |
---|
38 | 38 | | happiness in all her future endeavors; and, be it further |
