44 R E S O L U T I O N
55 WHEREAS, Former State Representative Robert R. Turner of
66 Voss, an ardent champion of rural Texas, passed away on
77 June 19, 2022, at the age of 87; and
88 WHEREAS, Born in Coleman on August 10, 1934, Bob Turner was
99 the son of Willard and Helen Turner; after graduating from high
1010 school, he enlisted in the U.S. Army and rose to the rank of
1111 lieutenant colonel during almost 35 years in the military; he
1212 commanded a reserve unit, the 490th Civil Affairs Company, and
1313 received the prestigious Silver Cross of Honor from Germany's armed
1414 forces for his work in negotiations among the U.S., NATO, and
1515 Germany during the Cold War; and
1616 WHEREAS, Mr. Turner established Bob Turner's Western Wear in
1717 1958 and ran the business for two decades; subsequently, he focused
1818 on farming and ranching at the old homestead in Voss; he benefited
1919 his community as president of the local school board and of the
2020 chamber of commerce; having distinguished himself as vice president
2121 of the Texas Farm Bureau, he was urged to enter a special election
2222 for a seat in the Texas House of Representatives in 1991; throughout
2323 his 12-year tenure in office, he was a tireless advocate for his
2424 constituents and all rural Texans; he chaired the Public Safety
2525 Committee and served as vice chair of both the Land and Resource
2626 Management Committee and the Select Committee on Military and
2727 Veterans Affairs; his legislative accomplishments included bills
2828 to enhance property rights, create a statewide insurance pool for
2929 rural fire departments, and establish the Office of Rural Community
3030 Affairs; in 1995, he secured passage of a bill that penalized
3131 statements about agricultural products when proved false,
3232 disparaging, and economically harmful; while in office, he loved to
3333 talk up his famously hardworking staff, and even after he retired,
3434 he continued to gather with them to catch up and reminisce; and
3535 WHEREAS, In his next chapter, Mr. Turner founded a consulting
3636 company to continue his efforts in behalf of rural interests; he
3737 enjoyed working with such organizations as the Texas Sheep and Goat
3838 Raisers Association, the Independent Cattlemen's Association, and
3939 the Earthmoving Contractors Association of Texas; in addition, he
4040 was executive director of the Coleman Development Company; and
4141 WHEREAS, Mr. Turner was preceded in death by his first wife,
4242 Ann Holt Turner, and his second wife, Mona Faye Cook Turner; he took
4343 great pride in his three sons, Sam, Darrel, and Gary, as well as his
4444 stepson, Steven Saloman, his seven grandchildren, and his
4545 great-granddaughter; a man of faith, he led the singing at the
4646 Methodist church in Voss, and his sonorous voice could make the
4747 small congregation sound like a mighty choir; he also played
4848 guitar, and back in the day, he often performed on radio station
4949 KSTA and on Slim Willet's show on KRBC; through the years, he kept
5050 in touch with old friends and former colleagues, serving as a father
5151 figure to many and an inspiration to all; and
5252 WHEREAS, Admired for his warmth, kindness, and wonderful
5353 sense of humor, as well as his long record of service, Bob Turner
5454 made a meaningful difference in the lives of countless people, and
5555 his contributions will be remembered for years to come; now,
5656 therefore, be it
5757 RESOLVED, That the House of Representatives of the 88th Texas
5858 Legislature hereby pay tribute to the memory of the Honorable
5959 Robert R. Turner and extend sincere condolences to all who mourn his
6060 passing; and, be it further
6161 RESOLVED, That an official copy of this resolution be
6262 prepared for his family and that when the Texas House of
6363 Representatives adjourns this day, it do so in memory of Robert R.
6464 "Bob" Turner.
