55 WHEREAS, Legacy Community Development Corporation of Port
66 Arthur has made a positive difference in the lives of countless
77 Southeast Texas residents; and
88 WHEREAS, A nonprofit organization, Legacy CDC develops
99 affordable housing and provides financial counseling to assist
1010 low- to moderate-income families; it partners with many other
1111 organizations to increase housing stability throughout Jefferson,
1212 Hardin, and Orange Counties by offering housing opportunities,
1313 education, supportive services, and referrals; and
1414 WHEREAS, Legacy CDC was originally established by a
1515 faith-based group as the Tender Loving Care Center for Children, an
1616 initiative dedicated to ensuring the safety and well-being of youth
1717 from low-income families; recognizing that its mission depended
1818 heavily on secure housing for clients, it expanded its endeavors as
1919 Legacy CDC in 2006; three years later, it was certified as a
2020 Community Housing Development Organization by the City of Orange
2121 and the Texas Department of Housing and Community Affairs;
2222 subsequently, it received CHDO certification from the Cities of
2323 Beaumont and Port Arthur as well; and
2424 WHEREAS, While working as a CHDO for the City of Orange,
2525 Legacy purchased and rehabilitated a single-family home that was
2626 then sold to a low- to moderate-income family; the organization
2727 went on to develop an 80-unit family complex in Vidor, which is now
2828 fully occupied; in Beaumont, it has acquired and renovated some 20
2929 units and directed reconstruction of a number of others, and it
3030 manages 20 scattered site rental units; Legacy is overseeing a
3131 downtown revitalization program in Port Arthur, where it has built
3232 two single-family units and has 29 underway; moreover, it has
3333 acquired about 10 foreclosure units in recent years; and
3434 WHEREAS, Legacy sponsors a homeownership education program
3535 that encompasses credit counseling, financial education, and
3636 homebuyer certification; more than 1,000 families have completed
3737 the certification course; other initiatives include disaster
3838 recovery services, emergency rental assistance, and credit repair;
3939 it delivers services in Spanish, Vietnamese, and Filipino, as well
4040 as English; and
4141 WHEREAS, Stable housing is essential to the welfare and
4242 security of every individual, and by helping residents of Southeast
4343 Texas attain this goal, Legacy CDC is empowering families and
4444 strengthening their communities; now, therefore, be it
4545 RESOLVED, That the House of Representatives of the 88th Texas
4646 Legislature hereby honor Legacy Community Development Corporation
4747 for its contributions to Southeast Texas and extend to all those
4848 associated with the organization sincere best wishes for the
4949 future; and, be it further
5050 RESOLVED, That an official copy of this resolution be
5151 prepared for the organization as an expression of high regard by the
5252 Texas House of Representatives.
