5 | 5 | | WHEREAS, Legacy Community Development Corporation of Port |

6 | 6 | | Arthur has made a positive difference in the lives of countless |

7 | 7 | | Southeast Texas residents; and |
---|
8 | 8 | | WHEREAS, A nonprofit organization, Legacy CDC develops |
---|
9 | 9 | | affordable housing and provides financial counseling to assist |
---|
10 | 10 | | low- to moderate-income families; it partners with many other |
---|
11 | 11 | | organizations to increase housing stability throughout Jefferson, |
---|
12 | 12 | | Hardin, and Orange Counties by offering housing opportunities, |
---|
13 | 13 | | education, supportive services, and referrals; and |
---|
14 | 14 | | WHEREAS, Legacy CDC was originally established by a |
---|
15 | 15 | | faith-based group as the Tender Loving Care Center for Children, an |
---|
16 | 16 | | initiative dedicated to ensuring the safety and well-being of youth |
---|
17 | 17 | | from low-income families; recognizing that its mission depended |
---|
18 | 18 | | heavily on secure housing for clients, it expanded its endeavors as |
---|
19 | 19 | | Legacy CDC in 2006; three years later, it was certified as a |
---|
20 | 20 | | Community Housing Development Organization by the City of Orange |
---|
21 | 21 | | and the Texas Department of Housing and Community Affairs; |
---|
22 | 22 | | subsequently, it received CHDO certification from the Cities of |
---|
23 | 23 | | Beaumont and Port Arthur as well; and |
---|
24 | 24 | | WHEREAS, While working as a CHDO for the City of Orange, |
---|
25 | 25 | | Legacy purchased and rehabilitated a single-family home that was |
---|
26 | 26 | | then sold to a low- to moderate-income family; the organization |
---|
27 | 27 | | went on to develop an 80-unit family complex in Vidor, which is now |
---|
28 | 28 | | fully occupied; in Beaumont, it has acquired and renovated some 20 |
---|
29 | 29 | | units and directed reconstruction of a number of others, and it |
---|
30 | 30 | | manages 20 scattered site rental units; Legacy is overseeing a |
---|
31 | 31 | | downtown revitalization program in Port Arthur, where it has built |
---|
32 | 32 | | two single-family units and has 29 underway; moreover, it has |
---|
33 | 33 | | acquired about 10 foreclosure units in recent years; and |
---|
34 | 34 | | WHEREAS, Legacy sponsors a homeownership education program |
---|
35 | 35 | | that encompasses credit counseling, financial education, and |
---|
36 | 36 | | homebuyer certification; more than 1,000 families have completed |
---|
37 | 37 | | the certification course; other initiatives include disaster |
---|
38 | 38 | | recovery services, emergency rental assistance, and credit repair; |
---|
39 | 39 | | it delivers services in Spanish, Vietnamese, and Filipino, as well |
---|
40 | 40 | | as English; and |
---|
41 | 41 | | WHEREAS, Stable housing is essential to the welfare and |
---|
42 | 42 | | security of every individual, and by helping residents of Southeast |
---|
43 | 43 | | Texas attain this goal, Legacy CDC is empowering families and |
---|
44 | 44 | | strengthening their communities; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
46 | 46 | | Legislature hereby honor Legacy Community Development Corporation |
---|
47 | 47 | | for its contributions to Southeast Texas and extend to all those |
---|
48 | 48 | | associated with the organization sincere best wishes for the |
---|
49 | 49 | | future; and, be it further |

50 | 50 | | RESOLVED, That an official copy of this resolution be |
