| 5 | 5 | | WHEREAS, Families, communities, and advocates around the |
|---|
| 6 | 6 | | country are observing February 3, 2023, as National Missing Persons |
|---|
| 7 | 7 | | Day; and |
|---|
| 8 | 8 | | WHEREAS, Each year, thousands of adults and children in the |
|---|
| 9 | 9 | | United States disappear without a trace, and National Missing |
|---|
| 10 | 10 | | Persons Day was established on May 25, 1983, to call attention to |
|---|
| 11 | 11 | | these cases in hopes that they may be solved and that more missing |
|---|
| 12 | 12 | | persons may be reunited with their loved ones; and |
|---|
| 13 | 13 | | WHEREAS, Every person who goes missing, no matter the cause, |
|---|
| 14 | 14 | | leaves behind family and friends who suffer from the trauma of their |
|---|
| 15 | 15 | | loss and the uncertainty of whether or not they are alive and safe; |
|---|
| 16 | 16 | | the psychological and emotional impact of this uncertainty can be |
|---|
| 17 | 17 | | long lasting as loved ones wait for months, years, or even decades |
|---|
| 18 | 18 | | to learn of a missing person's whereabouts; and |
|---|
| 19 | 19 | | WHEREAS, Although countless cases remain unresolved, |
|---|
| 20 | 20 | | technology has become a powerful tool to assist law enforcement, |
|---|
| 21 | 21 | | medical and forensic professionals, and family members in locating |
|---|
| 22 | 22 | | and identifying missing persons; one of the most significant |
|---|
| 23 | 23 | | resources available today is the National Missing and Unidentified |
|---|
| 24 | 24 | | Persons System, or NamUs, which provides an online database with |
|---|
| 25 | 25 | | profiles on missing persons and unidentified remains, along with |
|---|
| 26 | 26 | | additional forensic services and investigative support that can |
|---|
| 27 | 27 | | help make a difference in cases that might otherwise go cold; and |
|---|
| 28 | 28 | | WHEREAS, National Missing Persons Day serves as a reminder |
|---|
| 29 | 29 | | that missing persons are not forgotten and that their loved ones are |
|---|
| 30 | 30 | | not alone in their search for answers, and it presents a fitting |
|---|
| 31 | 31 | | opportunity to affirm our commitment to bringing justice to victims |
|---|
| 32 | 32 | | and closure to the families of Texans who have gone missing; now, |
|---|
| 33 | 33 | | therefore, be it |
|---|
| 34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 35 | 35 | | Legislature hereby recognize February 3, 2023, as National Missing |
|---|
| 36 | 36 | | Persons Day and express support for efforts to investigate and |
|---|
| 37 | 37 | | resolve missing person cases in Texas. |
